Shooting damage is all dealt at once so it couldn't apply to a single attack regardless

But as for melee, the weapons profile is 'locked in' when you select it for that fight action. So you'd need to fight again (or with a different operative) for toxic to kick in

Savage can go indefinitely forward.
Wushu can go indefinitely forward.
OVA was deliberately designed to keep going, since it had to emulate filler-heavy shounen anime.
But stuff like Broken Compass is made for 4-6 scenarios TOP and then you kinda have to wrap it up, but that's designed to be that way.
Ten Candles is exclusively made for one-shots, but that doesn't mean it sucks because of that - it means you are a moron if you aren't using it for one-shots.

The only rules light game that comes to mind and actually is falling apart due to poor design is Genesys, since it has a rather wonky character progression

When it comes to populating the world, I agree with you and share the "living world" approach to worldbuilding. The world build in such a way that it goes on whether or not games play in it are- by far- the most robust and satisfying. That being said, I don't sit at the table 4 hours a week to worldbuild. I blame the fact that most of the kitbashes, art and other shows of variation are imperial sided in the base material. You had alternate armor for marines and handfuls of IG regiments decades ago, but xeno stuff has almost always been shown as stock. The main eldar variation (after their rework from the chainmail and metal hair of RT), was a single corsair kill team. Tau never got even that.

Eldar and Tau especially have a more specific look to them, though Tau obviously slot into a cleaner, more streamlined universe style. I wouldn't be surprised to find a lot of not-Nids out there either, bugs are bugs.
I find there are a few slaaneshi daemons, but frankly that's usually a toss up as to whether the designer is aiming at warhammer or just wants monstergirls and calling them 'lust demons' (nudge nudge, wink wink) gets a few more hits. They generally have the flaw of "because I can do delicate fiddly detail, I MUST"; standing on delicate deer hooves is nice art, but not so great when you're trying to glue a 28/30mm model to a base.

There are a couple ways to do it. bt16 Pail 2 checks -> bt12 dragonmode 1 check -> ad fightermode 2 checks, so you've stripped all 5 security for 3 memory or less depending on your level 4s and tamers. So bt5 omni or bt20 omni X for the final check. You can also do 4-5 checks by using the starter dragon mode to play out your 4s, DNA into pail to swing 1-2 times more and go into another imperial.

Speaking of Infernal Bureaucracy, while the whole arsenal of bureaucratic curses is very creative and all, looking through Solar Bureaucracy I find it funny that there is one (1) Solar Charm (Woe-Capturing Web) that is designed to hard counter all of them as long as the Solar can match the mote cost of said curse. There is no roll-off or anything. The curse just gets negated or returned to sender by the Solar who can maintain it for as long as the motes are committed.

Looking back on Brawl, I see what you mean. 3e always challenged me when it came to comparing cumulative effect or advantage because of how every non-Simple Charm as potentially in play at any time (insert another jab at charm bloat here). That said, I *was* relieved to see that they weren't afraid to make more permanent effects available to Infernals; I was concerned they'd back away from the self-transformative design approach for Infernal powers (although thankfully, nothing as unavoidably punitive as some of the 2e charms like Witness to Darkness or Hateful Wretched Noise, which I've never not seen houseruled). Scene or day-long cooldowns on e.g. Crack the Sky, or Shadow Spite Curse, really make me feel bad though. I understand why they're there (begrudgingly), but I do think Vance or whoever is in charge now overuses the idea when they were principally a throttle for perfect defenses.

Although after a closer reading of One Hand Fury, it seems to me that while transforming your arm into a weapon is permanent in itself, the surcharge effect functions solely as an adjunct to Infernal Monster Awakened and only lasts as long as that charm does (i.e. one scene).

I think their limitation is also a function of spirits now having bespoke Charms rather than drawing exclusively from a generalized list, which has its own advantages and disadvantages (primarily being the sheer amount of stuff they need to meaningfully interact with player Exalts at their intended level of power). Arguably demons like Ligier deserve more exclusive treatment - I would've liked to have seen his sorcery and "realm-warping martial arts" (cf. RoGD2) better represented as well, but they'd need to draw a line somewhere, and I think 3e's Charm approach itself is also to blame for that. Getting him to an adequate level was the primary goal, which if I'm correct just merges into your point about design path of least resistance.

I'm absolutely convinced, because the Exalts weren't written in parallel, that this was a combination of Holden and Morke future-proofing Solar Bureaucracy against unforeseen shenanigans that could unhinge the Ability set, and some degree of Holden's philosophy of Solar favoritism manifesting itself. I've found his pattern of going just slightly too far with Solars very consistent in his work from Ink Monkeys to ExWod. Can't argue that it's fun when you benefit from it though, and to be fair to the guy, Solars being first out the gate has always been to their detriment each edition.

Theory:
Fireblade's post-combat shakes aren't PTSD or stress related or a whatever% adverse side effect to cyborg brain rewiring use only as prescribed.
Instead they are the result of Umiak experimentation and bio-tampering which also resulted in telekinesis, the exact opposite of the power they were hoping to instill (they wanted to make a farseer OR create something loyal to them I think).
Fireblade's brain chemistry is part Umiak because they know best how to work with that bio template and the rest of her brain and body behaves erratically when the nerves for telekinesis start pumping bug juice into her brainpan.
