No, the war crimes was basically a massive crash out because reality refused to conform with their world view. Which is what happens when arrogant zealots have their beliefs challenged in an irreconcilable way.

The pilot is placed on a hex known only to BluFor. The pilot has a movement speed of 1 and can be moved by BluFor. RedFor does not know where the pilot is but can discover him if they get within X hexes of his location. Once a BluFor mech reaches the same hex as the pilot it can either pick him up with hands or have him climb into the cockpit (mechs without hands must carry him in the cockpit). If you pick him you may continue to move the mech if able on the same turn but cannot use any weapons mounted on the carrying arm. If you carry him in the cockpit you forgo any remaining movement and weapon attack phases for the remainder of the turn but can use the mech normally on subsequent turns. If carried the pilot is at risk of being killed if the arm carrying him is attacked. If a RedFor mech reaches the pilot it can capture him with the same process as BluFor cockpit carry. BluFor's win conditions are retrieving the pilot and returning with him to a specific area or the destruction of all RedFor units, while RedFor's win conditions are capturing the pilot, killing the pilot, or destroying all BluFor units.

I think that works for basic rule outline but obviously needs some work.

EXPEDITION is a ~1880s era, Jules Verne-inspired retro-futurist, underground blood soaked adventurescape.
It is a Skirmish wargame. Two players with their own expeditions, on a hexgrid map, explore & fight each other for victory and profit.

as a rule in pathfinder and D&D abilities come in two stripes, those made by dumbasses who want to one up someone, and those made by the game design concious breedable subs who get shouted down by retards untill what they have made isnt simply sensible but useless.

TLDR: the more specific and situational the smaller the bonus you get when that situation pops up

the result. dont give an inch they will take a mile, find things that always give you bonuses not things that negate penalties.

Overall the kindred population is high per capita but still low overall. I'd say about five or six Camarilla, fifteen Anarchs and thirty Sabbat. It's pretty easy to give yourself a title like Baron or Prince here when presiding over jack shit. The killing is mostly between ghouls and shovelheads, though at least fifteen fully-fledged kindred are dead, there used to be twenty Anarchs, forty Sabbat, and ten Cammies.

Those are numbers like from the Orange Club purges in Toronto way back when. Too small to hamper packs and gangs, but enough to put them on edge, making our job more difficult. Cammies might be a worse pain if they are in contact with Ontario and Alberta. Plus Loups from over Ontario if my intelligence is correct. Two mixed packs, not native. Pills are ancient, they predate Egypt! We made pills better in medieval Europe by putting them inside purified nontoxic silver to boost power, we don't do that anymore because it's too expensive.

Whole reason why we take pills and don't drink medicine is because any medicine is just 0.1% active ingredients, putting it inside a pill is more efficient, making it a drink is wasteful.

Realistically in DND, if potions were real, they'd kill adventurers, all over the Adventures Guild you'd see newspapers like:
>SSS-rank barbarian killed in the Dungeon because drinking healpot takes too long!
>LVL 99 thief killed in the Dungeon because he choked on manapot... it went down the wrong hole!
>The Hero killed in the Dungeon because he tripped down stairs and broke all pots!

Potions? Not even once! Pills are the right way.

Could have it so any effect triggers at the start of the character's next turn, so that even if it doesn't require a full action to consume, there is still some planning involved.
Weighing less is also a potential aspect, although potions aren't exactly the heaviest thing anyway.
