GURPS, unless you're playing a prehistoric caveman. If you're not playing a neanderthal, then literally every mental skill and ability keys off of IQ. Even if you're playing a warrior, there are still a lot of mental skills and combat options that are useful for warriors, like Tactics, Ruses, and many cinematic martial-arts skills. Intelligence is great for magic-users and illusionists (1e) and wizards (2e), but beyond that it's merely a good stat, and OP asked about the best stat. The best stat in AD&D is strength. It adds to hit in melee, it adds to damage with all weapons, and the damage gain is ridiculous. There's an entire minigame with percentile dice when you get to strength 18, and magic items let you step past that. It's by far the best source of damage, and if no one at the table has it, you're gonna struggle. Intelligence is not the best stat in AD&D, unless you're a magicbro.

But if you are, yea, it is.

Hollow Earth Expedition.
This is a dice-pool game. 17 out of 30 skills fall under INT. For comparison, DEX has 7 skills
Those 17 INT skills involve stuff like Knowledge, Science etc, so they have sub-skills that have to be bought separately, further increasing the utility
INT governs the strongest weapon skills in the game
There is a talent that allows to use your INT instead of whatever your combat skill of choice was using (so you use INT instead of STR for Brawl, INT instead of DEX for weapons etc) - each stat has this talent, but INT
Raw INT rolls are used when you lack specific skill and need to figure shit out

Hard mode requirements are also passed.
Magic is under CHA/WIL and you need a FUCKLOAD of Body (local version of END) to not faint non-stop. INT is completely out of the equation.

I'm brainstorming some stuff for DCC, thought /tg/ might have some good ideas.

Premise: Dungeon Crawl Classics night at the local pub, we do one-shots every week (characters persist, but it's different DMs doing different stuff across a bunch of settings and plot threads). Games have to be tight, well-paced, and light on the deep RP and bartering with shopkeepers; the best adventures start with "You are at the entrance to the dungeon."

The arc I'm working on is the city of Noctburg; its central-europe-themed gothic/industrial horror. It mostly exports alchemical goods; the Chymic League has enough political power to ignore what scant regulations exist regarding pollution, and working conditions in their refineries are horrible enough that organized labor agitators are popping up.

The theme of Noctburg is predation and exploitation; humans are very much part of the food chain. Half the muggers are human, the other half are some manner of urbanized monster; ettercaps with garottes, cockroaches that walk upright and wear trenchcoats, selkies/kelpies/rusalkas/ect in the river. Heavy emphasis on anglerfish tactics; everything that wants to eat you has a pretty face or sounds like a child in peril.

Even the spooky stuff just wants to eat you/live in you. There's ghosts, but also all manner of non-dead-human psychic parasites and manifestations of ambient misery; Silent Hill stuff happens at lot here.

The alchemical/industrial stuff means that players have access to lots of consumable items; flares, grenades, acid, healing serums that cause addiction, chemical sprayers. I've been considering including blade oils as well. Also, constructs; less steam and clockwork, more wet-cell batteries.

So, Dunwall+Yharnam.

These are the Silent-Hill-Esque monsters I've been working on, they're adapted from the Sorrowsworn in 5e; I've been trying to crack the "Only vulnerable when illuminated" mechanic without making lightsource bookkeeping miserable. I used the lesser monsters once and it went okay, but I want to be more ambitious and use the bosses next.

The most recent idea I had was property-flipping; there's a lot of real-estate in Noctburg that's perma-condemned due to hauntings and spooky contamination; warehouses and temples and tenement buildings that WOULD be valuable, but anyone who spends time there goes all Jack Torrance in short order. So adventurers get hired to go in and clear out the nastiness (either investigating to figure out what atrocity happened and setting it right, or just killing all the spooky monsters and exorcising/fumigating the place).

Here's a sample adventure where there's an outbreak of Russet Mold at a refinery; PCs sneak in to steal formulas and product, see what happened to the first official cleanup team, then run into the second cleanup team on the way out; very Half-Life, with environmental storytelling, repeated use of encounter areas, and logistical hazards.

I got thinking recently, and I feel like a big problem with games where the main appeal is the vibe/feel of the setting rather than unique mechanics/crunch isn't the idea of an artistically driven game in and of itself. The problem, IMO at least, is more that A: a lot these games aren't just narrative-before-mechanics, the mechanics are a complete afterthought, and B: they're all aping the exact same vibe. If we only had 1 or 2 games attempting to capture the "grimdark" vibe it wouldn't be so bad but it feels like everything is going for variations of the exact same aesthetic/narrative flavour. At least Turnip28 had some degree of whimsy in the actual fluff, but with Trench Crusade, Mork Borg and a billion other "the artstyle is Streaking Grime" settings I personally am feeling grimdark fatigue.
I dunno- I feel like an art/vibe driven game with an actually unique or at least underutilized vibe (purely as an example, aping the bright and colourful look of 2nd edition 40K and its contemporaries) and decent mechanics would be good.

I intend to; I have an idea for a game that's basically a love letter to Rogue Trader in all its glory with a major emphasis on /yourdudes/. I've got the basic setting written up, currently working on the core mechanics. One plan I have is for weapons to have unique and interesting mechanics but for most factions to be using the same basic weapons, with some additional weapon upgrades and a few bespoke weapons for each faction. Should keep it from being a book-keeping nightmare whilst still having some depth.

It is a Skirmish wargame. Two players with their own expeditions, on a hexgrid map, explore & fight each other for victory and profit.

Also, I do have a couple of ideas for neo-mughal x lemurian units, like this (inspired by the women army of the queen Rani Lakshmibai, given to the lemurians and turned into cultivated, almost automata warriors, though I think I'm getting how cultivation works wrong...).
