The first one is simple, we just all do like Lucianus and only bring fake weapons to the school, aiming to find a blacksmith to replicate them in the other world. While speed would help, it seems wasted in big part. It's difficult to grapple and not risk getting grappled yourself, and for a speedster that seems very counterproductive, because it's a way to keep him in place and waste his speed. He doesn't have extra strength to help him break grips or anything like that, and disengaging would break his own offence. Also for "finishers", especially in terms of police and similar, being extra fast doesn't really help. You won't strangle the target faster once you're already in position. You could break a limb faster, but that's usually avoided; the pain and risk of injury is what's used to force the target to submit. On the other hand, knowing how to defend against grappling arts would be useful, but I'd imagine speedster would rather get out of range first. Also, grappling arts are probably the most exhausting (wrestling in particular) so that doesn't mesh well with his metabolism.Capoeira and other acrobatic martial arts seem like a waste because you're not boosting gravity. Once you leap up, you'll float for the same amount of time any other person would. He can't really execute a throw much faster than a normal person could because that's mostly about gravity. He can't really choke someone out faster than a normal person could because that's reliant on the target. While he'd definitely be better at avoiding getting grappled altogether, the chance of him executing fully his offensive grappling manoeuvres, without the enemy establishing any kind of grips is small, and they don't really need to be especially dominant. Once they are there, he's probably cooked. Extra speed won't translate that well into breaking the grips because that's mostly technique and strength. Once he's held in place, the extra speed doesn't help that much either, unless he just starts punching. If he doesn't break the grip in time for other enemies to close the distance, he lost. He'd have a great chance to win a judo tournament, but it's not great for a superhero fight.

Keep the focus/hype on the other builds for the action with a looming final boss energy that probably wouldn't turn up until later. I don't have a build exactly in mind but the way Pain was done is a pretty solid way for a character to be OP as hell but also not super narratively overbearing until his arc.
