All supers is fun as an extra crazy mode (like system direction) but the game's clearly not designed for it, which works better for what it IS designed for. Unlike SFIV which tried to go back to ST-style single super, single length bar but also keeping EX moves and adding FADC. Combine that with the game's combo structure and 99.99% of the time your meter is better spent on literally anything except super. This problem is partially recognized with the Ultra system, which is a half-bandaid solution to this problem and another half scrub mechanic that gives you a super powerful super/utility option JUST for getting your ass kicked. It's the worst of all worlds.

Side-note: I love how they implemented Akuma in 3rd Strike's system. Being the only character with NO EX moves, consistent 2-stock super bars, and having access to 3 supers in the match (two of them are max-meter hidden supers that are huge damage dealers but also hard to land). It leans into his glass cannon archetype and also feels extremely in-character for him. They should've played around with this more, it just feels wrong seeing Akuma have a million special moves that all need to have extra special EX versions.

If you're hell-bent on playing 3rd Strike with all supers, I hear there's a project out there that has managed to create a working PC port of the PS2 port for 3rd Strike (modified to run at arcade speed). This means you can turn on system direction and play all enable all the ludicrous mechanics you want. Even add chain cancels or cancel specials to specials or even supers to other supers. You can bring that out or try to get some folks to parsec it with you.
