I will say one thing: new fans dont have the same baggage with the franchise as older fans so they have little expectations and can take every series iteration on its own merit, which leads to this sort of reinvgioration of sorts. Zoomers also interact with media differently, they dont have to play the games to consider themselves apart of the fandom since they grew up on twitch, and they have much more avenues to be exposed to these characters through memes and the like that actually interacting with the media itself feels secondary. Its a wierd world we live in now. Kinda sucks capcom had to ignore the fanbase for decades so that all of the "negativity" and "fatigue" around the series could go away though, you cant say they didnt do it to themselves through dumb decisions and quality neglect. Lets see if the cycle continues now that they have that new blood they tave been waiting for.
