The worlds of both games are very responsible to your actions, yes, yet they still feel dead, abandoned, and lifeless. You can do a lot of things there and be creative, but the game rarely rewards you with anything meaningful. BotW suffered from the problem of overly large open worlds with very little content (density), and TotK additionally suffers from the problem of all sandbox simulators (like Besiedge etc.): there are interesting construction games with cool mechanics, but the game itself doesn't particularly care about providing scenarios and rewards for you, or encouraging you to use your ingenuity to achieve anything worthwhile. A quiver of arrows or a piece of mineral are not worthwhile btw.
