"Anime" is Japanese people shortening the word "animation". In Japan Scooby Doo or Disney are called anime. It's similar to how Mexicans and Puerto Ricans refer to WWE wrestling as "lucha libre", but Americans think it only refers to wrestling in Mexico.

It's definitely an anime, though, and should be discussed on /a/. I only really see the line blurring when you get to stuff like Robotech, where you can say that Western writers altered the work rather than just translating it. Even then, I'd say that's a stretch, but I could see someone on /a/ responding to a Robotech thread with "Why the hell isn't this a Macross thread?"
