I only ever saw it as a good thing because too often cards released earlier in the set just continued to dominate and new expansions would be underwhelming. Also, it's an insane burden on the developers to have to balance card interactions from years ago. I watched about half of unreleased season 2. 12 episodes again, it seems its a new arc every 3 episodes but this time it's focused on a specific turtle which I personally enjoy. Written a lot better too. Yes they do have the turtles tell each story but I think it's done better than in season 1. From what I've heard, season 1 wasn't even going to have that format but Seth hates the show (he apparently isn't involved with the writing of the show) and doesn't want the show to tie into the movie at all, so they had to find a way to make the show feel separate from the movie very late into production. If that answers why the show is written the way it is.

Nothing is worse than IDW. They can't even do story planning well. The main books storyline was also delayed to connect with the storylines of mini-comics. Jason Aaron probably wasn't "allowed" to progress the plot so he had to create Hale who is like a "filler" villain and just had him control the Foot for this short run.
