Microsoft implemented these standards, as did many other software developers, and it’s why almost all DOS era applications have the top menu, press key to open submenu, select and so on. It kind of died with the advent of windowed OS’es, but it’s DNA is absolutely everywhere. I’m sure in the next decade it’ll become less common, as people move away from frameworks like Win32 that implement a lot of it automatically.
