Generally 80% of the work is done by 20% of the people. You need more than 5% per year to cover it and it needs to be spread better anyway.
I'll latch onto this to kind of explain something funny that happened in the UK and how economically illiterate people are.

After 2008 & in 2010 onwards, we entered a period of austerity where we slashed budgets to services and councils etc, it was ongoing, nothing raised and there are caps in place of what can be raised. There's some other things like you can't go down certain funding avenues.
What they can do, is raise by 5% per year maximum and it's at the point where even the most basic services can't be funded with it. So every year, the council tax raises by 5%.
Alongside it, inflation is ongoing, the cost of living goes up, wages, everything. The 5% can't outpace both that and also restore funding to the level that it needs to be pre-austerity for things to work.
Austerity is a double cancer, because you purposefully choose to put off repairs and upgrades and this costs more in the long run. Increasing costs. It's a self defeating ideology.

It's unsustainable. You need raise it in line with inflation, and to cover costs, that are re-assessed yearly, with the debt accrued to build infrastructure into account.
It's the same way that if you fund a klarna pay in 3 from your bank account with daily standing orders and are charge 40% interest compounding daily. While it cancels out, you've still got some 50% of the capital levied to pay interest on, so you need a daily rate that's adjusted to take the debt into account. Tax rises work the same way, but they don't account for the cost of borrowing, you print more money or go bust.
