I was watching Ian's video on this captive pistol pistol and he said the round leaks gas out the front which gives it the volume of maybe a silenced 22 pistol or something. But there's got to be a way to improve these rounds so they're completely silent right? It would have limited application but still it'd be pretty cool

I doubt it's gonna happen unless the NFA is repealed. as far as I know each round counts as its own suppressor and has to be registered as such. yes it's much closer and far more economical once the $200 thing is gone, but still, registering each sounds like a massive hassle.

There's such a thing as ELRF which is extremely low frequency radio that uses the Earth itself as an antenna. It's used to talk to subs though US officially shit theirs down a while back.
India, China and some other countries still use it.

It can only send a couple of characters per minute though so pretty much all you do is say "hey, call for you" and the sub comes up and communicates normally.
It uses a huge amount of juice to transmit and you need...not antennas exactly except they're exactly like antennas and they channel the signal into the earth or something. They have to be really, really long.

The US ones were like 30km long antennas or something.
The Chinese one is said to be an array of antennas in a grid that's roughly NYC sized. Officially, nobody knows where it is. It's a civilian facility "for studying earthquakes" but even the staff who use it don't know there the antenna array actually is.

So a wire spool makes the most sense, assuming it was a drone and not a timed/command charge planted last week or a diver or something else entirely.
It's worth noting that Sea Baby drones can carry Manta mines.

Steel toes and steel soles, fire resistant, waterproof, slip resistant, chemical resistant while many tacticool boots are made of flammable plastics like underarmor.

Tactical boots are more a result of the industry aping military traditions and applications. Military use "tactical" boots as a compromise between uniformity and utility, generally.
There is no benefit a tactical boot can offer that a good hiking boot/shoe cannot also offer.
Lightweight, puncture resistant, ankle supporting, durable, versatile, and comfortable are what you want most in a boot for combat applications. Smaller details like drain gussets or insulation are environmentally dependent, but not necessarily something you should prioritize, ie just get snowboots if you're in the snow a lot, get waders if you're in a swamp, etc.
A solid leather boot fits the bill pretty much to a T.

If you want cheap durable boots, look at motorcycle gear. The insoles might suck, but anything that carries a CE or slide rating is going to be leagues better than most cheap work boots.
Bonus points if you can spring for a waterproof boot.
