Anyone who can write a greentext can write a VN scenario, and there are plenty of character vectors and backgrounds available on the boorus if you can't draw. AI is also a good tool for making quickie art. There are plenty of free sound effects and BGM tracks out there. Most people browsing this board right now could probably whip up a simple VN out of the images in their downloads folder and the first idea that pops into their head.
