Phospex discharger has panic 3, that alone will send most Line units running with their tail between their legs. The other ranged weapons also do quite solid damage, decent enough to fire as it closes the distance during a game. Even a full melee leviathan can have two meltaguns, two heavy flamers or twin volkite calivers, and the phospex discharger. More than enough to clean up 10 tacticals. But the main role that leviathans do well is be too annoying to really ignore, whilst also being too difficult to get rid off easily. A unit locked in combat does not control objectives, so a leviathan standing on/near an objective marker charging anything that comes close, and being generally in the way, is rather obnoxious.And even with siege claws a leviathan will wreck most vehicles, so dropping one into the opponent's parking lot will also achieve its goal of being a brick shaped distraction carnifex.
