Worth noting that he's a wargame character, and these rules apply to the RPG. The wargame doesn't really care about such minutiae. And he doesn't seem "fully armored" either. It's a magical helmet, a breastplate, some greaves.
And I really don't remember anything specific about his armor, sorry. Despite having read some of these books. Applying the aforementioned rules, it can be a case of simply taking the malus to spellcasting for the extra protection, and he's a good enough wizard to take this trade-off.

There is no "should". Both are ancient, magical, power (maybe once) and proud race. Good enough reasons for either being allies or enemies. Depends on the setting, both can be justified.

I've made it such that dragons are highly intelligent and powerful and can work with other species, but they crave power and control and are thus difficult to work with.
They do have good synergy with elves since both kinds are inherently magical and often rely on magic, but the dragon will want to subjugate the elf so most elves (and almost everyone else) are very wary about working with dragons

In my experience, the dungeon depth and floor size is partially based on players and how long you want it to last. Generally gauging how deep your party goes in a session. Then you can adjust a little based on that. Part of your dungeon will be randomly generated normally, at least if it was not planned out, and the dungeon has to reflect that while making a bit of sense. I like to start with a small dungeon floor, or section of a floor, being roughly 6-10 rooms. Now I don't mean have every floor be this length, but it might be a good idea to plan out this amount and a little more for wiggle room. You might end up seeing that small floor plan get expanded for future games as new ideas come in, or you might think an exit to another level is somewhere near.

The hex crawl thing gets difficult. It is based on what your game is focused on, how much action or exploration your players like, and some other factors. In my experience, I usually only put down the important spots I had explicitly planned, and the rough guideline of the biomes on the map. Then I generate a few spots around those important areas. The rest kind of are filled in before or during a session as it goes.

Even if you wanted to use D&D for this for some reason, you could pretty safely just remove heavy armor, and then make it so any class with proficiency in heavy armor can use Strength in place of Dex when calculating AC for medium armor along with getting the Defense fighting style for free.

Nothing else about the game really changes as a result. Certainly nothing that meaningfully changes the balance of the game anyway.

Runequest and Glorantha are an excellent choice if you want to play in *a* bronze age setting, but if you want to create your own, GURPS or Mythras might be a better choice, since Runequest is extremely tied to Glorantha in its current form (and mostly Dragon Pass and Prax).
There's also Jackals as an explicitely Bronze Age game which is also BRP based, just like RuneQuest and Mythras.
Hyboria, Barsaive and Athas also have strong Bronze Age vibes.
