And like most ref's I read Reaping the Reaper and thought that this plot point deserves a lot more love and made Reaper and his cloned AI into a more persistent threat. Also I took the various Bozo jobs and it inspired me to make an entire campaign out of it.

With something like Delta green you don't really even need to stat much out, I'll usually have a loose idea of a couple of skills noncombat NPCs, and combat skills and weapons for any combat NPCs. Maybe a particularly nasty NPC might have a spell or two.You do well to check out The Alexandrian blog, his game mastery 101 articles are solid, fundamental and concrete advice on how to get started. He also has a book, So You Want To Be A Dungeon Master, that is basically a restatement of 20+ years of blog posts in a more logical arrangement.
