Personally I would have made it that it creates an item instead. A cloak that initially consumes around 3 points of vitae just to don it and change, and probably excludes you from any vampiric discipline except the physical ones. Unless you made a pact with a (wyrm) spirit. While in garou form you can walk under the sun, but it costs an additional blood point each night to keep the coat on. And you can’t recover vitae while in the guise of a garou.

In saying that the answer to your question is complicated. Moeller was an mtg artist as a career for a long time and is still afaik a newer designer. His approach so far has been riffing ideas from minis wargaming rules and adapting them. Burning Banners was different but that's because it was riffing directly on Divine Right.

It is overly simple to the point the base game would be unplayably boring if not for the artwork and scale. But take the rules system and put it on a normal map with normal art and no one would bother, it's wargamevault slop tier rules
Now add in the advanced rules and it becomes more interesting but also more clumsy, more chaotic and unpredictable, and much more slow. The game is unplayable at 4p because its just so dull and so slow
Compare it to beginner wargames like Simonitich's Salerno, and you have something still very easy, still very rewarding if you practice and try, and has enough nuance to the rules that it isn't just checkers to other games' chess
If the price isn't right I don't feel its worth it. And honestly at the price I paid for the physical, I wish it was just paper maps and 1/4 of the price because it was like 150cad which was dumb as fuck considering the gameplay is 6/10 at best
Do I still like it and think its worth playing ,sure. And ill probably buy the exp. But if a competitor came along and made a version with an experienced designer who had a creative approach to getting a bit more out of the game, it would absolutely push BBs shit deeply in

Sadly, no.
You can only one weapon "channeled" at a time.
The spell does last 8 hours so you can get at least one off each battle without having to use a move action.

A few times, if it fits the concept (or if I like the character art) I have no issue playing a female character, or seeing another dude playing one. As long as no one does a falsetto voice or goes full fetish-magical realm once had a player making a slutty elf priestess who had an orc sex slave and flirted with everyone, pure cringe, ruined the campaign and I don't get why the GM accepted it.
I mean, some of my preferences can probably be found in some of the female characters I made, but I never had negative feedback on them in game. Last female characters I recall were:
>Shadow of the Demon Lord: housemaid/slave turned rogue working for a criminal syndicate. Ended up liking the freedom it brought to her, but lost her morals along the way, alongside finding a sadistic side to her, as if taking a revenge on the world
>Curse of Strahd: Eberron Shifter looking for her child kidnapped by werewolf, very much turned maternal instinct up to 11. could have worked as a badass dad too I guess, but I felt like it was better if it was a mother
>Pathfinder: Witch raised by a sea hag, maladjusted for society and prone to subtly cursing those who wronged the group.

I don't like the general discourse in TTRPG or writing community than men & women should be written the same; especially in historical (or not) settings that put an emphasis on gender & societal rules, it should influences the character worldview and interactions.

On the other hand, I didn't see women play much male character in TTRPG. Just once I had one making a tiefling dude who was fairly normal and griefstricken by his wife death, pretty decent backstory and roleplay on her part. Heard some horror stories here and there but never witness anything myself

Tends to buy in to the characterization and storytelling more, and less in to the numbers or the 'adventure'.
