I've been homebrewing a George Droyd monster for my campaign as a CR6 undead construct powered by Mordayn Vapors.

Intelligence is great for magic-users and illusionists (1e) and wizards (2e), but beyond that it's merely a good stat, and OP asked about the best stat. The best stat in AD&D is strength. It adds to hit in melee, it adds to damage with all weapons, and the damage gain is ridiculous. There's an entire minigame with percentile dice when you get to strength 18, and magic items let you step past that. It's by far the best source of damage, and if no one at the table has it, you're gonna struggle. Intelligence is not the best stat in AD&D, unless you're a magicbro.

But if you are, yea, it is.

Hollow Earth Expedition.
This is a dice-pool game. 17 out of 30 skills fall under INT. For comparison, DEX has 7 skills
Those 17 INT skills involve stuff like Knowledge, Science etc, so they have sub-skills that have to be bought separately, further increasing the utility
INT governs the strongest weapon skills in the game
There is a talent that allows to use your INT instead of whatever your combat skill of choice was using (so you use INT instead of STR for Brawl, INT instead of DEX for weapons etc) - each stat has this talent, but INT
Raw INT rolls are used when you lack specific skill and need to figure shit out

Hard mode requirements are also passed.
Magic is under CHA/WIL and you need a FUCKLOAD of Body (local version of END) to not faint non-stop. INT is completely out of the equation.

Starfinder 1e because hacking is broken and it's an INT skill. Basically everything in the game can be either reproduced or circumvented via hacking. You can hack doors, alarms, vehicles. You can hack people's phones, even their weapons and armor. It's the best combat skill, the best social skill, and the best utility skill. And it all hinges on a single kind of skill check: Computers, which is INT-based. You can even get wireless hacking at a very low level, allowing you to basically hack anything in Bluetooth range, removing the need to actually touch what you're hacking or look suspicious while doing it.

The developers released a supplement later on that tried to nerf hacking by splitting it up into three separate skills, forcing hackers to at least choose one or two things to be absolutely broken at, rather than bending the game over and fucking it constantly. However, the devs didn't have the balls to just straight-up patch it, so they released the change as a set of "optional rules," which--when a playgroup is even aware of them--are generally ignored.

A wizard lair should have a Golem or construct of some kind. Maybe a room that appears to be a place for high quality statues and other shiny bits of loot, like gold jewelry adorning the golem and the gargoyles being crouched over a bowl filled with gold/platinum coins. If a PC moves to steal then the constructs all come alive to attack the thief.

He does have Cursed Flesh Seal, which makes people he's beaten much more susceptible to him. There's also whatever we think Maximum Talisman Master and the like could do. I am open to mind control but a significant part of his character is that he's very knowledgeable, 'wise,' and charismatic and uses the truth as a weapon rather than purely reliant on just lies. I fully expect him to never actually fully corrupt or control anyone, but enough to cause some havoc and disunity.

As an aside if we did want him to be full dark magic master controller I could easily trade out some points to up Charisma to III and take Attractiveness III as some sort of hypnotic evil glamour rather than being the sexiest man alive. He'd become VERY reliant on Perks instead of Techniques but it could even be a point that he isn't a great Cultivator.

Nobody officially picked it up. We had a brief discussion about planning it in thread and then someone just puts the ideas in a story but that was a bit shortlived. I can find the links to the discussion if needed.
I will wait a little more for it then I may just close it myself. Not in the spirit of a chain but it is kinda holing us back, at least that's the general feel.
