you could really feel the writers were divided between those who wanted to continually expand the lore with weird shit to imitate Star Trek, and those who felt that with the constant cancellation threats they needed to focus on just a few moderately powerful enemies and allies in order to be able to give closure at any moment.
and every time the series get renewed again they realised they wrote off individual Goolds way too soon so they had to come up with new ones, and conversely other potential allies/enemies were simply too powerful and had to be ignored or written off to give the story a longer run.

If you think about it hard enough there is a lot about Star Trek that's stupid, especially time travel (and time travel has been part of Trek since TOS, because it was an easy way out to tell various interesting scifi stories). But really time travel ruins everything and is always a giant plot hole.
Why didn't the Borg simply try again? Why dont they use time travel to essentially assimilate themselves in some kind of technological feedback loop (send advanced tech/knowledge into the past, become EVEN MORE advanced thanks to that, and then do it again, over and over )?
Or Janeway for example. Admiral Janeway was willing to use time travel to alter history because she was butthurt about the way Voyager ended up returning home (despite all the rules against it). If that was enough motivation to fuck with history, what about changing it to prevent billions of lives that were lost in the Dominion War? No one was motivated to do anything about that?
And what about those races that are far less scrupulous like the Romulans? Imagine the tactical/intelligence advantage you could have sending intel back into the past from the future.
