It makes sense in the way that a rorschach test makes sense. Almost any meaning you extract from it is projection. (That's not a criticism of the film. Pretty much the opposite. The film's a masterpiece because of the way it somehow speaks to so many people despite that)
The people who claim that it's a simple straight forward story where the first half is a dream are the worst. It's not a puzzle to be solved. If that story makes sense to you and makes it resonate in a way you enjoy, that's great. But that's not the objective truth of the film because there is none. And it would take 5 minutes of googling the film's production to realise this.

Sure. But its basis isn't reflected in a way that defines the piece. The only way we could ever know what this film 'means' would be if Lynch had come out and said so. And even then, art is separate from its author.
In the same way no one regards Nude Descending a Staircase as erotic, pornographic or remotely sensual, this film is not a cohesive story telling you a straightforward tale.
