As in what point is the Legion's breeding of hard men, if they will be mutts, what is the point of building a pre-war style american society like the NCR, if it is built for mutts, if there are no racial factions, which you could side with, side with the guy who have the tech, also he is the most likely to be convinced of the benefits of race realism, being the technocrat that he is, not the NCR who sent a groid to be the ambassador to New Vegas. So I'd rank the choices as House > YesMan > Legion > NCR. Also if siding with Mr House, the Courier would be the richest person who have a functioning body still in New Vegas (if not the Wasteland), also it's not like the courier could not take over New Vegas later, especially with continously learning technologies from Big Mt (also infinity pussy not just because of wealth, but because of tech, being able to take it, should one choose to).
