It used to be that mods would basically transform a game and would be a completely new experience than playing vanilla. Now it seems like now all that happens is a few basic UI overhauls or some other non-interesting nonsense.I think the biggest sign of this is when the FF7R director asked players not to make "lewd" mods when the game was released on PC.
