Same with Itachis first fight against Kakashi/Kurenai/AsumaThen when Itachi/Akatsuki are introduced he admits he's weaker than him and the Akatsuki are made out to be a bigger threat than him so I always assumed he was weaker than all the members. And during all of Shippuden he's sick and dying so he's a lot weaker to the point he loses to Sasuke. It's not until way later does Sasuke admit he only won cause Orochimaru was sick.Same thing happened with Jiraiya, but he at least had the Pain fight to show he was actually really strong, even if he did still lose the fight.
