Make the overworld made up of islands you have to sail to except you have more in depth ship building and navigating mechanics so that actually making something viable and getting to your destination requires resources and skills. There are also massive sea creatures and storms along the way. oh and you can go underwater and certain places will have underwater caves and even cities down there.
