Different powers and animations are mostly aesthetic differences because your general approach to gameplay isn't terribly different save for blink and shadow grasp movement, which is cool granted. I think the game just didn't do enough for it, Emily and Corvo fundamentally have tools to do the same thing other than Corvo's time stop absurdity and even then the main mechanic use of time stop with multiple eliminations at the same time can be done with domino. I just think it detracts from the story and design of the game rather than making it so that you just play Emily from the offset and design things exclusively for her that Corvo can't do. The game design is very universal, and a big problem with 2 and the DLC is that you can fundamentally mod or play with Corvo's abilities for everything and it wouldn't really make much of a difference.
