Your 1301 probably costs them around $800-1000 to order new. I don't know the exact dealer cost, but it's going to be about 30-40% below retail.
There's also what's called MAP or "Minimum Advertised Price" that they aren't supposed to sell below because that could get them booted from their distributor (this is to keep retail stores from sinking each other in price wars).

When a used gun rolls in, even if it's absolutely mint condition and unfired they have to advertise it as used. This matters because often times the warranty doesn't cross over to the new owner, only the original one. If not that, there's a non insignificant demographic of people who don't trust used guns and absolutely refuse to ever buy one because for all they know you rubbed your ballsack all over it or something.

So now they are looking at the math. They have to advertise it as used, they'll sell it slightly cheaper than a new one so it'll move. But for it to make sense they aren't going to buy it for a couple hundred bucks less than what the end user pays, they need to buy it below what their dealer cost on a new one is. If a new 1301 just like yours is 1000, it wouldn't make any sense to pay the same amount for yours as that one. Moreover, they need a buffer zone to mark your gun down a couple hundred if that's what they need to do to move it.
I think the 600 offer is a bit low-ball. Usually you want to counter offer maybe 900 and see if you can get 750 or 800. That's usually how negotiations on this sort of thing go. Either the store is being straight with you and have one price they offer or they haggle by starting low, you start high and work towards an acceptable middle point.

Consignment is different because the store doesn't pay you anything up front so their money isn't tied up, they just take a cut once it sells. Usually 15-25%.
