I mean there are games that do lends themselves to theatrics because they somewhat enforce them through rules (for example in Hero you can "attack" with presence), i would assume you can use some optional rule (like some advanced fright check from some horror splat) even in d&d but as is there's nothing enforcing the pc to simply sitting there listening to the bbeg monologuing.

Any suggestions for systems built for urban fantasy settings? I know there's World of Darkness but I'm looking for something that is more combat focused and less story telling. Monster of the Week has been suggested to me but I'm just not a big fan of PBTA, the systems just don't feel like a game to me as bullshit as that sounds.

MotW is alright if you want to run something looser, but combat is rule of cool and lots of handwaving. You could do an alright Hellboy-style campaign with it, but you only get back what you put into a pbta system, meaning if you aren't feeling it, you won't have a good time.

Unknown Armies is more about fucked up magic and Delta Green is more about being off-the-books agents killing Lovecraft monsters.

It's actually pretty hard to find some urban fantasy games that aren't also pbta though. You might have to grab a generic system like Basic Roleplay (same system used by CoC and Delta Green) and fashion something to your liking.

Now wait a baby god damn minute.... Extraction card game. You have to run the gauntlet of PVE environments and gather as much valuable loot as you can, and when the match progresses after a certain amount of turns, the game gets increasingly hard to extract. The ire system like from LOTR lcg could basically represent how much the map/npcs are aware of your presence and are mobilizing to stop you. As higher threat is achieved it forcefully summons the best enemies up to that cap. Whatever gear you successfully exfil with you can take on your next run, but if you biff it, that's gone from your inventory until you can dig it back up.

Of course the hardest thing would be shuffling all these piles of loot together for every single box you interact with, and then how does the game scale for extra players becomes another issue. Could players fuck each other over? That seems like an important part of the extraction genre. I guess they couldn't directly harm you but maybe they can redirect the map's NPCs towards you to make it more difficult. If you drop anything someone can make an attempt to grab your discarded loot. I dunno, sounds like it could be a thrilling experience, and one that has never graced card games before.

I couldn't find any mention of vampire fangs dealing lethal damage to other vampires in the text. Considering they are lethal in Requiem and Aggravated in V20, I'd imagine they stay lethal in the coversion, but without mention one could imagine this means they do bashing, as per the "only if it says lethal to vampires" rule

Meanwhile, level 2 Protean Claws say they do lethal, while level 4 specifies Lethal to vampires, so I imagine it's intentional that level 2 only does bashing to vampires.

I want to get into Kill Team with an elite team that is easy to paint as well. I have been eyeing Tau for a long time now so XV26 feels like a reasonable choice. How are they in game? Will I regret picking them as my first team because of their gameplay?

They don't like fighting, their shooting is good but on 4 and can't shoot twice. They have tricks too. I haven't played into them, or as them but they seem to want to pick and choose when/where to shoot/fight. I would assume they get wrecked if they don't engage on their terms. But look cool and are very thematic so they're probably fun

And that aside, TTRPGs have effectively zero monetary value. There's no other product on the market that expects payment for something you have to create yourself; imagine if you paid $200 for a LEGO set, and the company told you to mold the bricks yourself? Imagine if you paid $500 for IKEA furniture, amd they told you to chop the trees, plane the wood, and forge the connector bits? That would be unacceptable. So why then pay $10-$20 for a ruleset you're going to be expected to either ignore, rewrite, or add to?
There is no acceptable answer. The best "games" are those made to preference by their individual groups, and no "game" is suitable for anyone beyond their origin group.

If you go to cons like GenCon, they'll teach you to play a new game and run you through a one-shot in a couple hours. Learning new systems is piss easy and even the complex ones can be grasped with a pregen character and a second sheet of paper that explains what your abilities do.

People who think every game needs hours of study and multiple read-throughs of 900 pages of material are fucking idiots who didn't even do that when they kinda learned D&D.
