NTA but you don't roll an attack to hit a dummy. You don't roll for things that don't have a reasonable chance of failure or success. It's right there in the DMG. Probably in the PHB too and nowhere is it implied that hitting a stationary inanimate object has any chance of failure unless we are taking into account extreme range or low visibility. Even if such conditions exist in the scenario of a shooting range with no distractions you can just use the take 10 rule. I would, and if that wasn't enough I would call for a roll or a take 20 depending on the situation.

Yes. Because if you are distracted you can fail, spectacularly even, in things that you wouldn't otherwise. This isn't strange or peculiar. A short distraction can turn your every day drive to work to a fatal car accident. It happens.

TTRPGs are a social game first and foremost. That means there's unspoken rules that vary from group-to-group, but a common one is "acceptable breaks from sensibility" in the name of game experience or table cohesion. It's the kind of thing that keeps the bitter rivalry between the Elf and the Dwarf largely to amusing banter and not outright PvP. It's an innate instinct: nobody likes to spoil the atmosphere, because that's a large part of the appeal of a good game (alongside the freedom).

That being said, there are also times when the group's course of action is patently retarded and you can't meaningfully push back on it without feeling like you'd cause a big fight over nothing (and then feel obligated to keep comrades away from the consequences), or something a character cannot abide has to be "sanded over" somewhat, or you as the GM don't want to cultivate the feeling that you're antagonizing your players by hitting them over the head with "you murdered someone because it was convenient and didn't even take measures to cover your tracks" or whatever unhinged misadventure occurred because something about the player position of the table cause human beings to lose IQ.

Have you ever had that feeling? I think I see enough greentexts to think it's common.

Against a completely unresisting target, when he can use all-out-attack determined and telegraphic attack, virtually anyone (skill 8 or better) can reliably (98%+) land strikes against something the size of a human torso and a skilled (12+) fighter can do it two or even three times a second. Against a moving target which is actively defending, while you have to defend yourself, performance drops dramatically and failure to connect becomes quite common even after slowing attacks to once every couple of seconds as you use feints and evaluates to increase your odds of success.
Sports fighters might 'land' maybe one blow every 5-10 seconds and they are highly skilled, usually only trying to connect lightly, and not fearing for their lives!

An ordinary police detective's job is probably a Duty, because he could end up in a violent confrontation, but it isn't likely to be more than 'fairly often' (this would be a typical full-time job, which would also be nonhazardous, reducing its value to [0]). You might say that even a full-time detective only has a Duty which shows up 'quite rarely', since most of his job is routine and predictable.
Anyone who is part of a law-enforcement organisation has police rank, but this can be Rank 0 [0]. A detective probably qualifies for higher than that, because he can issue orders to beat cops, administrators, and so on.
Patron usually implies someone who has an actual personal connection to you, not just an employer. If you are a replaceable worker to your boss, you don't have a work-related patron. Cops tend to look after their own, so a detective could take his unit as a patron if they would collectively 'have his back' beyond what they are legally obliged to, but this isn't a sure thing.

Even the most diehard AoS fans have accepted 4e is shit. Spearhead is generally the more popular or more well-liked version and that's less of a wargame and more of a board game.

There were a lot of departures (retirements or otherwise) behind AoS's rules team that doesn't make me believe 5e will be any better. I'm fully expecting them to double down resources on spearhead instead.

The shocking truth is that acting like first-timer retards is the whole point. If you were paid to promote X thing, and some uninformed new potential customer happens to wander into your show at a random episode and is immediately hit with a confusing amount of rules and jargon, they're going to be scared off and your sponsor is going to be pissed that you lost them a new revenue source. The idea of using the frame to empower a still very abled marine isn't that farfetched at all and in fact way easier than hooking a brain to command it.
If the vehicle is destroyed you might still get a full marine still ready to fight.

The other problem is the removal of a neat grimdark concept, your marines are led to believe it's a great honor to be encased in a dreadnought but the loss of humanity is just horrible. That's also why boxnaughts are superior, they're weird clunky machines without knees or even arms, like the bag of organs piloting it.

What wargames do you prefer then? I'm in the rules-light model-agnostic camp, so the rampant games are good enough for me. I feel like they offer a decent mix of command friction, differentiation between units and meaningful decisions to keep me playing them.
