Your maximum Core is equal to your Toughness + Willpower. Hard to Kill and Immortality each grant +1 to your maximum Core.
Your Core is not Health, and is not affected by any effect that restores Health (Healing and Regeneration, for example).
When your Health reaches zero, you no longer lose consciousness. Instead, damage dealt reduces your Core value instead.
As long as you have at least 1 Health remaining, the next attack will not damage your Core. Excess damage is ignored. For example, Alice has 2 Health and an attack deals 6 damage to her. Her Health becomes zero, but she doesn't take any Core damage. Now that her Health is zero, any attacks that deal damage will deal Core damage as long as she doesn't recover any Health before then.
Whenever damage is dealt to your Core, you must make a Core roll vs your missing Core : In other words, roll your current Core value as if it were a trait rank, and subtract the threshold (the difference between your current Core and your maximum Core).
If you at least match the threshold, that is, you get at least zero net successes, you stay up. Otherwise, you're defeated.
As long as your Core is greater than zero, you can use Instant Recovery as many times as you want, without the normal limit of once per scene. As usual, it costs 1 Resolve and grants you 3 Health, but now also costs you 1 Core (this doesn't count as damage to your Core and doesn't cause you to make a roll).

Special effects that don't deal damage won't affect your Core. However, if you are affected by such an effect and your health is zero, you must still make a Core roll to check if you're defeated. Refer to the rules under Health, in the Combat section. Whenever you recover Health by resting, you also recover the same amount of Core. You don't recover Core from the recovery roll after a fight. Of course, you can continue resting at full Health if you haven't recovered all of your Core yet.
There may be locations, items, or effects in the world that can restore your Core (and / or Health) more effectively than normal.
Besides these rules, there are no other effects from taking Core damage. Your rolls aren't penalized in any way.
Generally, villains don't have Core, and are just defeated when their Health reaches zero or a special effect duration exceeds their Health, as usual. If a villain is using the Core rules, the GM will tell you.

Attacking the short wall is as usual, but when attacking the long wall, the opposing player can't block.

I read up through OotP and I strongly disagree. Most (not all) of her worldbuilding doesn't happen by exploration, discovery, action, or reaction. It happens via someone sitting Harry down and expositing a bunch of pointless shit at him for 30 pages. "Sit down Harry, let me tell you about how I was in a wizard prison called Azkaban for 30 pages. Then after a very brief unexciting action sequence I'll also loredump my gay furry pal's entire life story to you!" That gets boring or annoying very quickly.

GURPS, of course, can run this game very well (it's on my list of games to maybe run one day). Frankly, you could run the whole thing with just the basic set and it would great. You'd almost certainly want to add in Martial Arts, though, as has a bunch of extra combat options and a system for fighting styles that can really enhance a wuxia game. If, for whatever reason, you felt like you didn't have proper gear between those two books, you could throw in Low-Tech, too. And for Magic, again, the Basic Set really has you covered, but the game would probably benefit from using Thaumatology: Chinese Elemental Powers.
That would cover pretty much everything you need to run a Jade Empire game.

Battle Century and Mekton are the most "toolkit" systems, meant to be customized. If those don't fit your needs, you may be able to refluff and modify another game that has mechanics closer to what you need.

What about your setting makes it different? For example, are the mechs more primitive because the tech level is closer to the real world? And what kind of things do you want to have in the game, what level of crunch do you want?

Thinking of running a UC 079 game where players are a group of GM pilots operating somewhere on earth then switching to space operations and then colonies. Is there any fanmade resource for Gundam rules for Lancer? I don't want to run the default mechs sinfce they are too advanced magitech for UC Gundam but i still like the rules. Any suggestions?

I retooled PF2E for my game set in a modern day setting and it was a LOT of work. I'd imagine something near-future fits better with a lot of mech RPGs so you don't need to do something as stupid like me. Just remove space combat from the games that have it
