I think the latter is the main bottleneck since they're nearly all resin, but you could go 'this many dudes with special guns', 'this walker with these guns', 'this consul with the funny banner' and so on to represent either multiple pseudo-Rites of War or some customized permutation of one with just one box. I've been inspired by Dwarf Fortress recently and like the idea of elves being the total nature related race (nothing new here), but part of that includes not using any metal tools or weapons; instead using magically formed wood or bone or whatever else. I'm just not sure if it really fits the "high elf" aesthetic of being masters of various crafts or if it's too unrealistic.
