General rolls have points attached to them, but it's still possible to fail, and there is the extra layer of risk/reward in when/how to spend point, which adds tension to every roll. As for failure in regards to finding clues, I think Gumshoe does a good job of that as well. Having a point just means that you can find a clue using it. If you have a social skill, and you're in a situation where you could get a clue with it, you do. But, you could also spend points on top of that. So, maybe you get a clue from a bouncer with persuade. The antagonists could still come to that bouncer and and find out that he told you that information, which sounds like the kind of thing you're talking about in regards to failure creating interesting situations. You could also spend a persuasion point, and say "I want to make sure that he doesn't tell anyone I was here." Which equates to a "success" in call of cthulhu.Not sure if I'm explaining this well. All it means is that your players get enough information to move the game state forward. You, as the GM, can still do whatever you want behind the scenes, as long as it makes sense. I guess this feeds into a deeper topic of gming, which is that i feel a lot of times game masters feel that they need the permission of the dice in order to do things, which I don't really think is the case.

I've found that it is more interesting for me to provide clues readily whether I'm playing CoC, Eso or anything, really, and to then put the tension on for the challenges surrounding those clues. I.e. quickly climbing down a fire escape to avoid being discovered in the office of a suspect, sneaking past a cultist, convincing local PD to stay off your back - anything with easily communicable consequences to the investigation. Every time I think of making testing for clues difficult, I'm reminded of every instance of telling players 'you don't find anything', and then they just go 'Oh, that sucks. Can I try again?' to which you either say 'Yeah but time passes' or just say 'No' for what always feels to players to be an arbitrary reason. Gumshoe is right in that what you do with clues is more interesting to players than discovering them in the first place. But that's just my opinion.
