Imagine the infant mortality rate and how hard it would be to keep a farm or herd going. You have to survive many years as a marauder before being promoted to chaos warrior. But yeah it can generate vast chaos hordes every few years. Whereas the Empire has good infrastructure and can support massive urban populations. They have cannons and handguns that can fuck up monsters that you can train normal guys to use in a couple months tops.
