Custom armies are fun to talk about but implementing them in an actual game is another story. If I wanted to make a custom army based on aliens from the ghoul stars, I would not only need a reasonably fair set of rules for them but I would also need other players to recognize and agree to those rules. It's a hell of a lot easier to do that if it comes straight from the company's mouth.

OK, how about this: the Ghoul Stars are home to C'Tan loyalist Necrons. Maybe they got sick of all the infighting and sheer stupidity their people descended into after they got free and decided they liked being mindless enforcers for evil gods better. Or maybe they don't even realize the revolt happened and either got put in stasis early before the other ones revolted or their data is just so corrupted they forgot they don't work for the C'Tan anymore. They've managed to collect a bunch of shards to try to fix their gods, but considering how screwed up their brains are they can't put them back together right, assuming it's even possible, and the shards have turned into some big, horrifying mass of HP Love-crap that does unspeakable things to anyone that gets too close.

That would work as a predecessor to a dreadnought. It would be the piloted frame that a techmarine would install the life support system keeping a crippled marine alive so he could continue fighting as a dreadnought. Dreads still serve their purpose as a way for marines to keep fighting as zombies.
The idea of using the frame to empower a still very abled marine isn't that farfetched at all and in fact way easier than hooking a brain to command it.
If the vehicle is destroyed you might still get a full marine still ready to fight.

This makes sense from a military perspective

The other problem is the removal of a neat grimdark concept, your marines are led to believe it's a great honor to be encased in a dreadnought but the loss of humanity is just horrible. Help me improve my standard mardu control brew, I’m just trying to wipe/eliminate everything until I can start generating a bunch of tokens with walkers/hivepools. Fire magics and ballads work well for keeping badgers from running away with the game and most people don’t have any form of good walker removal in this format

NTA but you don't roll an attack to hit a dummy. You don't roll for things that don't have a reasonable chance of failure or success. It's right there in the DMG. Similar game with vertical action selection and area control would be empires:age of discovery. Criminally underrated game which has always gone down amazingly well with tense agonising final actions. Currently out of print but there's potential for a new kickstarter (albeit with horrific new art style)
