The issue I take with it isn't the plan itself failing, it's failing due to factors beyond your ability to control, consider, or plan for, and this often happens in ways that go against the character; The fighter here has two feats specifically to enable this plan, yet 80% of the time, Improved initiative doesn't matter, and Cleave has always been niche because it's just an extra attack roll that can occur under infrequent circumstances, and often doesn't matter even when it does materialize.Far as systems that work around this go, I've got my own homebrew that's made to solve the issue, but the ones that gave me the ideas and helped me figure out why I found typical rulesets unsatisfying were Bizarre Adventures D6, and the Hollow Knight RPG, as well as The Riddle of Steel and its successors. Though for TROS, it isn't near perfect and still has issues, though there are free, fan-made successors that absolutely blow most systems out of the water in terms of core design.

There are enough FBCs in Night City to have developed their own culture since 2020 (when FBC was just gear, now it's Harley Davidson), and some boosterganger boss is able to casually drop 30,000eb to get an FBC. Also Gemini and Alphas (aka skinless Gemini) are considered expensive (the 100eb price category despite being x100 that) so anyone can source one without paying a fixer (but it's interesting that the biopod essentially costs 12,000eb and always requires a mega fixer/midnight market). Perhaps this random party gonk is a hardened boss because they get unlimited cyberware funding (according to Danger Gal NPC guide). Also the Gemini's lore has them being so ubiquitous that many FBC just add them to their collections, implying a closet of FBC that could cost dozens of Fort Knox level runs (but again in the core rulebook a 2000eb job is called a suicide run but quite a few of the bunny slope jobs in TotR pay that much). Red in 2045 seems more like Fallout New Vegas (I haven't played anything past that) where people have money but nobody wants to spend it on infrastructure so you have power armor goons, a clinic that can implant cyberware, robot armies, random wasteland junkies with military grade laser weapons... But not one paved road.tl;dr I think the gutterpunk angle Mike wanted was quickly scraped when he left. It's really hard to keep using it as a frame of reference when everything else in the lore contradicts it.

As long as you have eddies to burn and aren't super unlucky, it seems like it'd be easy enough to boost your humanity. The ref can also offer up humanity for doing "good deeds" if the alternative for a gig outcome was a less moral but more lucrative path to eddies. I was really unlucky recently since we'd gotten a prize of 4d6 humanity gain, but I got nothing but 1's. Another player got more humanity with one die than I did with 4. Given their windfall, I may be more stingy with luck points (we can use them in shared instances courtesy of our homebrew).>"You got plenty of humanity, I gotta save my luck for when I really need it. Unless you wanna spare me some humanity..." I don't know if the ref will allow that, but I'd give up a crucial luck point in exchange for some extra humanity from another player.
