Yeah undervolting is the best solution. Was given an old MSI GF72-8RE with an i7 that was hitting 97 celsius just installing games on steam. Took it apart, repasted the cpu and gpu and all it did was stop it spiking as quickly. Applied a very modest undervolt using a literal text file in Linux Mint and now it maybe hits the low 70s under full load.

If your gaming laptop/workstation whatever is pushing 100 degrees when under load it's working as intended.
it's not dangerous for the machine at all and it's not something to worry about
