Electrical noise from ground loop.
It is normal if you are not using a USB isolator, or if your dac/amp isn't ground lifted.
If it bothers you, look into a Topping HS01. If you want to try a DIY fix, with some DACs you can tape over or otherwise disconnect the ground pins in the USB cable coming from the PC. Depends on whether that DAC's USB circuitry is getting power from the cable or not.
If your headphone amp has a ground plug connected to the chassis you can lift it at your own risk. If the amp is using a DC adapter without any ground going into the chassis, it shouldn't have any issue.

Had things like that for several years. If you listen carefully and your room is quiet, do you also get it quietly when you just move the mouse cursor around? If so and you're not an audiophile, those ground loop cables on amazon reduce it.

Ultimately I ended up getting a USB Dac/amp for a while and that solved it.

The mouse is a GWolves Fenrir Asym. It is the perfect fingertip mouse which weighs 21 grams with the sapphire skates I have on it. I have a vertical mouse on the left side there for browsing. I also have a mechanical numpad under the desk magnetized if I need it for the little bit of work I do at this desk or if I need macros that aren't better served by the streamdeck (which is typically superior to a numpad given how deeply it can hook into CAD with sophisticated application level macros). My home office has a fullsize mechanical keyboard though with Aqua King v3 switches.

Here’s one networking thread I had that landed me a part time research position:

Freshman year: I identified a chatty grade A student near me and struck up conversation now and then. I got my work done early in the class. When he brought up problems in his program, I offered to walk through it with him (as this was freshman year we were following a pretty strict and simple formula so easy for me to contribute). He obliges, I find an issue, problems resolved. He thanks me and we finish the semester.

Junior Spring: I join the ACM club, of which he is now president. I had taken a special topics temporary course on machine learning, so I approached this guy offering to put together a ppt and host a meeting going over the basics of ML and showing off the project I developed for the class. He accepted, I presented, those in attendance now knew me as the “AI guy” and assumed I was ahead of the curve.

Junior Fall: ACM president approaches me in the hall and tells me about an upcoming paid AI research position a professor is looking to have filled. He tells me “When he told me what it was about, I thought of you, so ask him about it and tell him I sent you.” He heard about it due to his involvement as ACM club president, but couldn’t take it as he had a full schedule. I thanked him, spoke with the professor about it, and landed the position without any real competition. Senior year, I worked with phd students doing “real shit” and getting paid while doing it. All because I offered my shitty services at the right time to the right person. Not my only instance of this, but the most prominent.
