Okay hold on, I might have mixed things up. There's a "Valley of Death" in Kamchatka, but that's a natural phenomenon. It's a small gorge with a number of volcanic vents, gas buildup hangs low to the ground and things that go in asphyxiate, happens sometimes in Yellowstone too.

But there's ANOTHER one in Yakutia, also known in the local language as Uliuiu Cherkechekh, that's alleged to have these weird metallic "cauldrons" or domed structures sticking out of the ground. The whole area is rife with supposed anomalous phenomena, but is so far out in the ass-end of nowhere I've only heard of one expedition to the area...and it was cut short when one of the members became mysteriously ill, which is what the legends say happens to anyone going there. There's such a thing as ELRF which is extremely low frequency radio that uses the Earth itself as an antenna. It's used to talk to subs though US officially shit theirs down a while back.
India, China and some other countries still use it.

It can only send a couple of characters per minute though so pretty much all you do is say "hey, call for you" and the sub comes up and communicates normally.
It uses a huge amount of juice to transmit and you need...not antennas exactly except they're exactly like antennas and they channel the signal into the earth or something. They have to be really, really long.

The US ones were like 30km long antennas or something.
The Chinese one is said to be an array of antennas in a grid that's roughly NYC sized. Officially, nobody knows where it is. It's a civilian facility "for studying earthquakes" but even the staff who use it don't know there the antenna array actually is.

So a wire spool makes the most sense, assuming it was a drone and not a timed/command charge planted last week or a diver or something else entirely.
It's worth noting that Sea Baby drones can carry Manta mines.

At the outdoor range where I work for free and get free range time in return (and by work I spend maybe 2 hours a week cleaning things up) they have LEO certifications on a regular basis. I'm willing to bet that MAYBE 10% of the officers can shoot good enough, and have enough moxy, to make this scenario plausible. Conversely, I'd say that most of the regulars could make the shots, but only a few would have what it takes to stand there when someones shooting back.

And if you watch the videos most of the officers clearly did not have any balls at all and spent most of the time hiding. If I would have had the same cover I know for a fact I could have taken out one for sure and quite likely more if I timed it so the ones who were still alive didn't know where the shot came from; just like shooting the rear turkey first.
