Tabletop RPGs tend to split up crafting into a high number of crafting subskills for every individual area of expertise. My players have just arrived at a new city, Eastsand City. They are working a side job for the lord of their home city. He sent a couple squads of guards to Eastsand to help with unrest and hasn't heard anything for 2 weeks. The party is investigating. They are just realizing that Eastsand City is a nightmare of bureaucracy and other things... They were fined upon entering for improperly shoed horses and non-standard size crates. Then on the way to the closest municipal building, they got fined for driving on the wrong side of the street and, upon asking why, were also fined for being too curious. They asked a clerk for a application for a magical being permit and were promptly met with a giant stack of papers.
