The Bio-E means more mods or enhancements, on top of that dreadguards get some metabolism and can upgrade ro a dreadnaught. I think Outriders get host armors because almost all warmounts are saddle mounted. Not just an exposed cockpit but that you are on top of the thing. In my campaign when the Machine was controlling troops they would target the warmount rider.
