They can't really do a narrative, because a narrative might require killing off characters every so often, and that would mean people won't buy the model of that character if they get discontinued or the rules become unavailable in future editions. There's plenty of room for narratives within 40k, but it shouldn't itself be a larger narrative. If there has to be a larger narrative, the best way to do so is to frame everything as conflicting rumors and reports in order to maintain some of the mystery.
