I am developing a bell-curve system (3d8) and think rolling characters is fun because it allows for unexpected character strengths and weaknesses. Who cares if the party is slightly imbalanced? RPGs are not for tryharding. With such a wealth of options on what you can do, surely you can think of something to do with your character even if they are a tad underpowered statistically speaking.

Nevertheless, he is a mainstay around the table and says building a character is the far superior mechanic because it leaves less room for disappointment. He is worried about the potential of other characters outshining his even on the things he is meant to be good at. Despite my wholehearted disagreement with this on principle, I am trying my best to be accomodating because I assume he is not the only player who sees things this way in case something comes out of this.

If I were to provide a way for people who wish to do so to build their characters instead, what is the best way of accomplishing this, considering the bell curve is not flat? Values further away from the mean become less likely, meaning higher attribute values should cost more if there is a way to "buy" attribute points. Otherwise, that skews the balance in favor of his kind of playstyle too much. I don't mind if it's a little imbalanced, but that seems very strong unless I limit it somehow.

For reference, my attribute modifiers range from -5 to +5. 0 if the dice roll 13-14, 1 for 15-16, 2 for 17-18, and so on. Because they're essentially about genetics, attributes are pretty much set for a characters lifespan. Skills and talents exist to provide modification post-creation.

nta but if a game is unbalanced then that means any player that has a want to have a reliable impact on the game world (which should be every player, because if they dont care about doing things then why tf are they playing) will be pushed towards a smaller set of options - and players who also want to fulfil a thematic vision will have to accept that they will have a worse impact on the game world than another player.

A suite of balanced options encourages diversity and good roleplaying and makes games better.

You need to understand that the way you are setting it up, there are chances that someone will be in an extreme, and then, what are you planning to do, just roll with it?
It sure will be fun to play a game where you just suck balls, and because of that, there is no "wealth of options", you had to specialize in a single skill to make up for the lack of stats, so that's the only thing you can do better than anyone else in the party. You are a living one-trick pony.
You don't need to skew it in favor of the players, you can just put safety nets in case the ball goes out of the park.

I think you are not understanding just how rare those cases will be. There is a .79 percent chance of rolling a -5 per roll. The removal of the three lowest rolls makes it even less.

For a single character, that's a 94,5% chance that you won't roll even ONE -5 across all stats. Add to that that you would have to roll FOUR of them for one to have to stay on your sheet.

For a party of 5, there is a 75,4% chance that none of you will see a SINGLE five to remove in the first place. You are making a mountain out of a mole hill.

Beastfolk and Dwarves - the Great beasts or the Earth warden.
Angels and Halflings - the Archangels or the Wind khan.

Light Elves and Dark Elves - the Fae or the Fire rider.
Humans - worship the Cosmos and their ancestors but some will mix it with elements of other faiths.

Though this does make me worry about "traffic jams" and how you would coordinate the arrival of ships entering the channel from different starting points. Even if it was a spherical area 1,000km across, and normal traffic was as low as 100 ships a day, not knowing if the channel is clear before you enter it seems thorny without communications with the canal authority. Perhaps the process is; send a probe to the outside of the system, it petitions the authority which then figures out when in the schedule the new arrival can come in according to some Universal Time, tells the probe still chilling outside the system which then zips back to the rest of the convoy, conveys their timetable, everyone gets ready then warps in to the canal at the scheduled time and then makes way for the next incoming vessel.

On the other hand I'm already assuming torchships capable of 1g continuous thrust for days. If you can do the Brachistochrone from the equivalent of the Kuiper belt to earth in a little over a week anyways, maybe this doesn't matter much and would be strictly for government/military use.

Thoughts?

Might be necessary to fully flesh out your setting, tho.

I like more vehicles and maps. My style is to provide all the tools and goodies for players, and then let them do as they will. Not everyone does that.

If you're scared of bloat, then edit ruthlessly.

A lot of the compendium teams if used well can be competitive. The game is hugely about the decisions (placement, trades, etc) you make on the table. Even comparing 40% to 60% win rate (so one team is 50% more winning then the other) that's not that huge a spread, the custodes team is strong, hell technically plaguemarines are strong (they don't lose fights, they loose on points), Warp coven are competitive. It's a bit of an expert player flex but its very possible. Player skill is a far bigger gulf then the hypothetical 50% from the book.

Ability is Saga, At Turning Point One, you start your Saga with a free team dash, then in each subsequent turning point, your Saga is affected by binary factors; if you control more points, if your opponent is over the central line, and if you're below half of your starting units. A lot of people think of them as reptiles, but dragons are traditionally magical hybrids. Western dragons are a cross between a snake, a bird of prey, and a big cat. Eastern dragons have many more animals rolled in, called the "nine resemblances". So by comparison, dinos look very un-fantastical.
I enjoy this Grenadier/Mirliton dragon ironically though. It's just silly.

even if it's a weak af human going up againts a demi human for some reason it just slows don't the game and becomes annoying

Not really. Even if you dial it down towards simply being confronted by the guards and undergoing an interrogation, it either ends up wasting time, getting handwaved, or with the player having to create a new character.

Playable races need to be able to exist in population centers without causing major issues. If a race can't do that, it shouldn't be playable.

I disagree on the grounds that there's tons of campaigns that go nowhere near population centers (unless they're raiding them). War campaigns, borderlands campaigns, underdog campaigns, bandit and pirate campaigns, tomb raiding campaigns, etc etc etc.

You will inevitably be confronted by the players at one point or another beginning to butcher the mob/ the guards/ the soldiers/ the locals, for even if you try to hide, sooner or later you WILL fail a check. So unless you plan a "slaughter every racist human and overthrow the racist government" campaign, yeah, it will be annoying, if not outright game breaking.

As another anon said, it doesn't even make sense a portion of the time because some weakling isn't really going to go and try to fight a player character in a group just because they are a race they don't like on account of being literal weaklings. Most common people are not even considered level 1, and then you're having to deal with the group too potentially.

It's kind of tedious to do the whole song and dance with every new settlement. Make some concession to the fact that the character needs to keep a low profile, and move on.
