I remember a story my GM told me about some guys who said finding the sun during daytime was difficult in GURPS because the sun is very far away and relatively small. So you know, sometimes GURPS can suck if you use it wrong.

It also doesn't say how you apply it. It's an awkward writing that leaves a lot to be desired but GM fiat, as in Rule Zero, would reach the same conclusion as the FAQ and Combat Writ Large that SM-4 leprechauns punching each other would take -4 to hit is stupid and the modifier should be relative.
Just to be clear, I agree it deserves a proper 'errata' in the new book.

I just invented a magical system to explain an anime girl phenotype, that covers most IRL and anime and fantasy phenotypes of girls.

Basically an anime girl would inherit her mother race, but her hair color, eye color and other characteristics are based on her astrological birth date.

But what I need after this, is a logical way to name each combination.

So? Most games of TOW and all other modern Warhammer are so abysmally low equality that they are genuinely nothing to brag about. Most TOW and nu40k games are so bad that it's sincerely embarrassing and it's actually worse than not playing at all. GW has ass fucked their rules so hard and the fans have become such braindead Goyim that playing games is actually the absolute worst aspect of the hobby in this day and age.
Playing an older edition or a narrative game once ever 5 years is infinitely more appealing and respectable than playing a modern game with the freaks from the LGS, or worse, local discord

You can have lots of potential for a character, but if they're not doing anything and they only have a single (if grand) accomplishment to their name before they sit down in a shack in the woods and do nothing for seven centuries with only a little girl they keep reincarnating to keep them company, it tends to present the character as a crazy old person instead of someone competent and dangerous.

You already said it all with "little folk". They're "silly funny little dudes". Nobody takes them seriously, they're basically joke races. What portrayals have you seen of Halflings, Gnomes, etc that weren't some combination of "Aww, the widdle guy's doing human stuff, how epic!" or "Woah, that's really impressive for one of THOSE!"
Even when the writer is trying to present one well, it amounts to "he did something as well as a human might, despite being wor- different". Always either some twee fondness angle, or some overturning expectations thing, or both.
