Except you're talking about a Warlock. They only get light armor. Them having 14 Dex to swing a rapier is entirely reasonable, and that'd be 1d20+4 at low levels.
And if the feature to use Charisma didn't exist and they really wanted to use a non-finesse weapon, there's nothing that stops them from investing 14 into Strength to get that anyway.

And even if they did still decide to dump strength, it still wouldn't be 1d20-1, because they still have proficiency with the weapon in question.

Your complaint seems to just be that Warlock gets a free bonus to hit with melee weapons after picking a melee-weapon oriented feature. Blade Pact could just give them a +2 magic weapon instead of letting them use Charisma, but something tells me that wouldn't suddenly make the feature any more acceptable in your eyes.

Well yeah there's that side to it, but also in general the whole point of having these rules is to provide a simulation of "reality" (as reality exists in that universe). If say, just for one example a regular human in only a bodysuit is tanking more damage than an ogryn, that weakens the simulation. The more this kind of thing is done the more it erodes this framework put in place to provide such a simulation, and nothing fucking matters right? You're all working to collaboratively make this big cool story, but if you're not following a cohesive set of rules your story is tantamount to toddlers in the sand pit bashing toys together and blowing raspberries. Like who cares if X character did something real epic and survived Y to pull off Z when this character is coated in plot armour and constantly rolling crazy high, nigh impossible to fail tests because we're all ignoring what's actually on the character sheet and the action/combat rules in the book? Just something to bring up to them and see what they say.

Tyr's decennial rains were late and the dragon was spotted. Kalak proclaimed games w/ 5,000 participants. The dragon would get his pick of 1k of the victors and the rest would be set free. The players started at level 1 as purchases by a noble on a plantation outside the city. The rains came in a deluge and they escaped, fleeing into the city as it poured for days and days. Recruited by what was left of a nearly-purged veiled alliance, they were in the warrens in the leaking basement of an inn, trying to find a way through undertyr to reach the noble district. They freed one of the last surviving members of the veiled alliance through a daring raid on a villa in the templar district. Explored the undercity and fought some dwarf banshees and accidentally killed a cistern fiend not realizing that you generally don't wanna do that. They stole the plans for the ziggurat from a different noble's house and almost burned down market at Shadow Gate trying to get away. Then the campaign fell apart because scheduling fuckery.

The premise had been "what if Freedom, but the Veiled Alliance had failed and everyone was dead, and had to start over from scratch?" Didn't get very far.

This is some genuine nu-White Wolf cope. The Get are strength fetishists sure but they aren't so ignorant as to think only physical strength and SMASH THE WYRM NOW is the only thing that matters. The books regularly talk about how they appreciate intellect and mental fortitude as well, and that strength is more than one's ability to throw a rock real well. All the Garou tribes have their ups and downs, CoG for example are much better natured and more likely to resolve things amicably and peacefully, but they lack a strong familial focus and their method of treating kinfolk in a laissez-faire manner without actually treating them like a proper family, because of "muh commune", is directly what led to shit like Samuel Haight.

Do you include seasonal changes in your campaigns when time goes by?

If so, what do you implement int the world to showcase the changing seasons?

I personally include sea raiders who begin assaults on the kingdom's shores in spring and through summer, who then return to their homeland in fall to winter it out. So essentially a raiding season for my world's vikings, like in real history.
