How do you justify a "pest race" like goblins or rat people in your setting? Why wouldn't the dominant species make a concentrated effort to eradicate them if they were a problem?

In my headcanon they ARE more than a nuisance -quite a monetary loss, at the very least. but the problem is that the land isn't generally as densely poulated (by the good races) to say that a concerned effort can really eradicate them in most cases. Sure, they do cull their numbers, but there's always more.

You end up with rough cycles of goblin explosions and relatively goblin-free years.

It's like trying to eradicate rats if rats were 2ft tall and smart as a retarded human. The civilized races try but the vermin are hard to pin down and reproduce like mad. Take goblins for an example. If a male and a female goblin escape, within ten years there are five more goblins, and twenty years later, they've gone from two to twenty five goblins and are harassing villages again. If they aren't cracked down on, distracting from other, more urgent threats, in thirty years they'll be a dug-in goblin warren, in forty a goblin warband, and in fifty a roving horde of goblins to restart the cycle. In that same timespan two humans can raise ten more humans, and two elves are halfway through their elf-child's education.

The flipside of this is that the trade-off for their fecundity is that goblins are weak, stupid, (if sadistically clever) and too short-lived to amass real professional skill. Any human army will cut down goblins many times their number by the score and do, constantly, to stop the emergence of another goblin tide reaching critical mass. This is not helped by many dark realms subjugating goblins to use them as cannon fodder and a cheap labour source. There is only so much that one shieldwall of twenty spearmen can do against one-hundred goblins led by a necromancer reanimating the dead as they fall. This is where heroes come in, and so on it goes. Many argue goblins are the grease that keeps the gears of evil grinding, and few can argue that they're wrong.

There are efforts to eradicate them, it's just not quite working. There are many reasons why: Goblins are easy to kill but it's almost impossible to get all of them. And it's difficult to organise a force to actually go hunt them, par the course of a decentralised power structure. And the places bothered by goblins tend to be relatively poor rural areas in the first place, so nobody who isn't directly involved cares.

The most effective goblin huntings tend to be privately motivated and funded.

Play it straight. The genre's pool of published works is about 85% "subversions" with "plucky foid/groid protagonists fighting against The Oppressive System" which is why it dissolved into Tumblr Soup so quickly. You actually need at least one of the major colonial powers to be the unironic good guys totally justified in bringing Progress and Science and Basic Hygiene to the fuzzy-wuzzies. In an American setting this is incredibly easy to do by keeping the injuns the howling savages they were IRL and adding some neat alt-tech. In a British setting this is also incredibly easy to do by channeling your modern 21st century rage at the Pajeet Menace back at their ancestors and have Queen Victoria chastising her administrators for not suppressing them more effectively, or by looking at the fall of Rhodesia and South Africa to understand what those colonists were up against.

That's all. That's literally all there is to explain. NOTHING else. d100 is consistently the easiest to explain to anyone above age of 10 (age 13 if they are American), because they already know what percentage is and thus you only need to tell them it's a % to succeed.
If you are running for kids below that age, then your best chance are dice pool systems with "roll x times same" or diceless

t. running an open table bi-weekly with no game that takes more than 30 minutes to explain to a complete layman or a newfag to the hobby

I feel like the Sine Nomine "___ Without Numbers" systems are a pretty good starter.

The good PbtA systems aren't bad as PLAYER beginner but I wouldn't recommend them for new GMs.

Dungeon Crawl Classic might be a good starter, depending on the kind of person.

If you are an official WotC D&D spot, they require you to buy a bunch of shit for organized play events as well as other odds and ends. Often, there aren't enough players to cover the cost of those OP event materials, so smaller LGS spread the cost to all D&D players by having them all buy table space. Your thought is probably "Why don't they just not be an official spot then?" (Mine was) and that's because you have to agree to be one for X amount of time. You find out your draw is a fraction of what you expected, you still have to keep paying. It's one of those situations where it's best not to get involved with WotC in an official capacity. Games Workshop has some dumb fuck requirements too which is why small stores that start doing WH stuff might have heaps of shit they can't unload because local markets don't want to spend that much on WH stuff but they have to keep buying it anyway.

Gameshops often do better by avoiding getting involved with WotC or GW in any official capacity if they are smaller joints. Then again, game shop owners are usually (not always) some of THE dumbest mother fuckers on the face of the planet.
