In a medieval/fantasy setting, I was planning on having a nation that had an abundance of metals at their disposal, and were supposed to be higher "tech"/quality compared to the others(even though magic and stuff exists).How effective or capable would an army be if the main weapons of their troops were crossbows instead of swords, maces, etc? I don't want them far enough along that gunpowder weaponry is the standard loadout, so just how viable *are* crossbows? I'm trying to imagine them like a more modern military, but obviously guns, engines, and the like don't exist and its just armored men with crossbows, ballistae on wheels, deployable cover, repeating variants.

At that point they were mainly a weapon for sieges, instead of open warfare, where you're going to be dealing with emergency forces with less training and a lot of protracted firing from cover to make up for their low firing rate and incentivize their range and accuracy advantage over bows.Magical weaponry enhancements/magic as an alternative makes any analysis I can offer conditional, but to be frank, absent armor being behind the times or magic making them fire faster or shred armor, specializing in crossbows doesn't make much sense. Like maybe you could sell it if it's a wealthy nation especially concerned with national defense, but that would be it.

They were adopted by the muslim states after the crusaders due to their efficiency despite having long and excellent archery traditions. They were simply an addition and not a replacement for conventional archers though.

If you want to make spell access a constraint, you can turn down the freebies, make the Spellcraft check an actual problem, then shift spells out of the core Divine lists into topical Domains confining Clerics and Druids so that taking over the Fighter's role requires they refuse an entire category of other problem-solving.
