EXPEDITION is a ~1880s era, Jules Verne-inspired retro-futurist, underground blood soaked adventurescape.
It is a Skirmish wargame. Two players with their own expeditions, on a hexgrid map, explore & fight each other for victory and profit.

I'm fairly adverse to any more colonies. The Germans alone were already pushing it in my opinion. Trading posts are another matter entirely and 100% fair game to me though, so long as we can figure out what entrance they're using. Them having a naval presence based out of another nation's territory (a real thing that happened with some empires) would also fly, what with them seeming to be naval-focused. It'd also give them a more unique underground situation amongst the surfacers.

A slight modification, and I don't think it would warrant a price change, would be to make it a Character instead of a Leader and give him Veteran of the Deep, and, possibly, get him to keep his Leadership track even if he isn't the Leader.
I think Madman is enough of a drawback to justify keeping him at 19 even with his stats.

As mentioned before, this deck's endboard was a lot more impressive before the banlist indirectly raped it, it could summon just about every generic boss monster plus dragite (spell/trap negate) and toadally (through bahamut shark), and you didn't even go minus sometimes, as leaffish could banish itself to recycle 3 and draw you a card.

It's 100% a table 500 petdeck, every combo needs 2-3 specific cards and 2 discards, and it is incredibly weak to handtraps, but resolving the combo is fun, my opponents sometimes didn't even attempt to dismantle my board. It's not identical to my old lists by the way, as neptabyss and poseidra didn't even exist until iirc last year.

That was the point of confusion. Because in a straight 1 to 1 fight with one attack (1 die) each you would only use the fight value ~17% of the time to determine the winner of a fight, because you need to roll the same numbers for it to come into play at all. It is only when more dice are being thrown (multiple attacks) that the odds change in a way that you are likely going to use the fight skill to resolve the duel, because statistically you are more likely to roll 6s.

The math would change dramatically depending on how this check is resolved.
Example: Tiny gobbo has low fight and no strength but multiple attacks, say three. Big Ogre is strong and a good fighter but slow, say one attack. Unless Ogre gets to defend against all three attacks with a single dice of his own (because he has one attack) he will almost never win even though he is a better fighter and stronger. If Ogre gets to defend against each dice individually he will almost never lose, because the likelyhood of a matched dice roll and use of his stats increases to ~85%.
Another element to this is the narrative level attacks. If you think of them as raw power as you said it makes sense. I was picturing it more as indicator of speed, which read different.

I was looking at this yesterday while noodling through some game math from other rule systems. But if you put it into the context of the character profiles in the book then only the big important named heroes have multiple dice to roll and it mostly coincides with 5 or higher fight values.
So there is another layer of design over the odds that nudges it into the right direction. And as the other Anon also pointed out the heroes get to fudge some numbers with Might. There is odds, unit profiles and a safety net that makes heroes act like heroes.

In isolation it looked more arbitrary than it is.

I assume it's because they had loads of salvage from wrecked ISDs, as well as the former Imperial shipyards geared towards producing ISDs, but for political reasons building the NR navy around ISDs with a new coat of paint wouldn't look good. So they figured how to use the existing components and production facilities to build a new ship class.
Presumably over time they would have retooled the ISD component production lines and phased out the Starhawk in favor of a class designed from ground up to NR use, but it would make a good stopgap design.
