you're not really thinking about it in the right way, the question isn't binding them to violate the rules, it's a promise to fulfill to the best of their abilities.
If I say "will you counterspell my next spell?" and they say "yes", they have to counter whatever you play next, even if it's a shitty spell they don't want to counter.
If they say "No", they have committed to not being able to counter you. So you can play a combo with impunity.

Forcing them to violate it (like asking "will you attack?" and then goading them after they say "no") is pointless yeah but that doesn't mean its not powerful to lock in opponents to certain lines of play.

First, you need to understand that when people say it's like wow that's a metonym meaning "it's like a vidya rpg". Wow is just one example of a vidya rpg, though the biggest and best known at the time 4e was released.

Second, I'm not your web valet. My goal was to show that the 4e designers themselves said it was like vidya contradicting the anon, maybe even you, who was implying that claims of similarities were invalid. All the new Starter sets contain a list fit for an initiation game.
They are not perfectly balanced for a "real" recon game as Empire and GAR are both above the 600pts limit while Rebel and CIS are below but they are matched well enough in power level and activation counts. What's cool about these starter list is that they use all the model in the box and gives most of them upgrades which helps with grasping the rules.

Dall-E actually reads the style portion of your prompt; you have to ride herd on it to get the characters and action you want though. Kind of a funhouse mirror of GPT.

The fun thing, with Dall-E (and with perchance's generator), is you'll sometime get slightly different styles from the same prompt, and with (up to) 4 gens per prompt, they're right there for you to pick and choose.

Anyway, this is a difficult thing if you're stupid. I mean that genuinely, it will be hard for you to write smart characters if you yourself aren't smart. But assuming you're the GM, which you should be, you probably already have a rough idea for a story outline written. If this is the case then congrats! Your villain should now know more about the steps they need to take than the players do. The problem is making this seem fair to the players. You can't just have your evil Black Knight go do the plot without your players, but you can have him subvert their expectations from time to time.

While I'm begrudging the retard who is immediately directing you to /lit/ because he cries about half the threads on here, he is partially right, read a few books to gauge characters or their methods that can be similar to what you want from your villain. Have your villain be smart, have them slight the players in tricksy ways, have one dungeon where they found out the important artefact has already been taken (but assuage the players by ensuring they still earned loot of some sort).

I'm not sure how to fully help you, because I don't know your game system or story, but I'll believe in the best for you & guess you can glean some ideas from this already.

It is admittedly different preparing a villain for an rpg as opposed to writing them for a a book, if only because suspension of disbelief regarding “villain was prepared for that exact thing you just did” is a mite harder to pull on a person sitting in front of you compared to a passive outside observer like a reader

Nah, especially at 5 players, you can be smacked around enough that things just keep failing to come together no matter how many times you change course. There are tons of ways to react tactically, but you can still be hosed strategically by them never cohering at the right times. I still do pretty well even getting focused like that anon, but it's usually pretty apparent at the end game by how shitty my network is or how spread out my points were.

You're doing it wrong, explain the rules, give some basic strategy advice (try get Actions +3, don't displace people out of a fully claimed route, don't forget to actually score points), then shut the fuck up and let people play. If someone makes a bad move that's their learning experience. I've had newbies blow me away with unorthodox tactics that win them their first game. If I quarterback, I rob them of that satisfaction.

Also if you're making your moves so obvious that people can target you that's your fault. You have yet to learn how double bluff people into wasting their cubes blocking you on places you have no intention of finishing. Instead of broadcasting your intentions, just put a single cube down on a few different non-meta routes and leave them guessing.

If someone else wins and it has been feeling like coordinated musical chairs with upgrade routes perpetually filled and not completed and you don't get displaced all the time that's probably just a well played game and not really getting targeted. When I get targeted by newbies around the second or third game I find it can be fun to hit a double redeploy to the 2 man completion routes and threaten to cut those off suggesting I'm going for the largest network. It always makes for interesting behaviour and a lot of thinking about the game for them. If their play is hyper focused on you then you can scaffold their learning with your play. If one bought, played, sold then rebought the game then it suggests they really like it and it's better to consider one's own play as a means of instruction over selling it to rebuy it again later, or search for a alternative that does not exist yet. Another way to shake players out of weird play patterns is with the alternative maps.

Yeah. The extra action bonus markers can be used to ensure you're able to do what you need to do when you're getting targeted hard. It'll require even more skill to use them at the right moment, but I've had games where I fought very hard just to be in my last place position, and then in a single turn grab Colleen or keys 2 or 3 times and lock down the win (because I laid out a ton of cubes on previous turns, had upgraded move, and moved them efficiently with the +3 marker).

A good suggestion. Another thing I like to do if I feel I've had too much heat on me, which has the same effect, is to stop trying to win so hard at that point and try weird shit myself. Both amount to my initial suggestion though:
