NTA, but it shouldn't be hard to homebrew a PC Dragon race. Rely heavily on Dragonborn, throw in Pixie flight, maybe add the Shifter's natural weapons, and balance it out with starting ability and equipment restrictions (who makes armor for dragons?) and that you're starting as a juvenile dragon. Shouldn't be too difficult. Homebrew should be made to solve problems or accomodate players. Knowing why a player wants to play a dragon is helpful to making a dragon race for the player to enjoy.
There's not much 4e homebrew regardless.

Alright, last thing to comment on - "Your Pendragon Will Vary" is a mantra that's been around since I think all the way back in 1st edition in the 80s. Basically Stafford knew players would end up veering stories off in 30 different directions all the time and what style game players would want from the game would vary from group to group. One group might want knights in shining armor on heavy chargers fulfilling quests from faerie kings and queens, another group would want mudcore "chainmail is the only proper armor and kite shields the only proper shield, and no magic or actual miracles" realism. So while the game is, canonically, more in line with, say, the movie Excalibur or even Disney's "The Sword in the Stone" movie (based on a book if I remember rightly), it does give guidelines on how to adapt the game to fit whatever the group overall wants from it.
A famous story that was confirmed by Stafford was a female friend of his being asked to play the game with him back in the 90s and she wasn't super interested in it, preferring to play other systems at the time, but finally told him "if I can play a jewish lesbian knight then I'll play" thinking he would scoff and stop asking but he instead said he would have everything ready for her on game day on how to incorporate that sort of knight into the game. Why? Because the Arthurian Legend is one that constantly changes and adapts to fit the times people live in and the stories they want to tell. Hell, the idea of a female knight in an Arthurian-style setting even predated that 90s conversation by centuries, going all the way back to the 1200s with "Le Roman de Silence" about a girl raised as boy who even gets to be a knight and who has to struggle with her identity and the various social norms of her day, settling on using a masculine name, clothing, and presentation through like 98% of the story.

Pills are ancient, they predate Egypt! We made pills better in medieval Europe by putting them inside purified nontoxic silver to boost power, we don't do that anymore because it's too expensive.

Whole reason why we take pills and don't drink medicine is because any medicine is just 0.1% active ingredients, putting it inside a pill is more efficient, making it a drink is wasteful.

Realistically in DND, if potions were real, they'd kill adventurers, all over the Adventures Guild you'd see newspapers like:
>SSS-rank barbarian killed in the Dungeon because drinking healpot takes too long!
>LVL 99 thief killed in the Dungeon because he choked on manapot... it went down the wrong hole!
>The Hero killed in the Dungeon because he tripped down stairs and broke all pots!

Potions? Not even once! Pills are the right way.

Seems interesting. I could see it being a more expensive alternative (with the purified silver), but have the advantage of making it quicker to use than a potion. But in any instance where you have time to sit down and bandage your wounds, a potion is cheaper and just as effective.

Works well as a way to add more depth to alchemy as a system, where there's now an extra balancing act between utility and cost.

For the Plague marines toxic weapons do I get the extra 1 damage immediately after one attack applied in that sequence or do I have to fight or shoot again for it to enable?

Shooting damage is all dealt at once so it couldn't apply to a single attack regardless

But as for melee, the weapons profile is 'locked in' when you select it for that fight action. So you'd need to fight again (or with a different operative) for toxic to kick in

Depends entirely on system.
Savage can go indefinitely forward.
Wushu can go indefinitely forward.
OVA was deliberately designed to keep going, since it had to emulate filler-heavy shounen anime.
But stuff like Broken Compass is made for 4-6 scenarios TOP and then you kinda have to wrap it up, but that's designed to be that way.
Ten Candles is exclusively made for one-shots, but that doesn't mean it sucks because of that - it means you are a moron if you aren't using it for one-shots.

The only rules light game that comes to mind and actually is falling apart due to poor design is Genesys, since it has a rather wonky character progression

When it comes to populating the world, I agree with you and share the "living world" approach to worldbuilding. The world build in such a way that it goes on whether or not games play in it are- by far- the most robust and satisfying. That being said, I don't sit at the table 4 hours a week to worldbuild. I do so to experience, adjudicate, and respond as the world in question to the antics of my friend's characters. And the world absolutely changes based upon what they do. I don't know that completely agree that "the world doesn't exist for the characters" because, in a sense, some of my worldbuilding explicitly *does*. I am trying to play roleplaying games after all and the way in which my character's history and story affects what happens from sessions to sessions creates some pretty neat stories and memories.
