Yeah it's kind of a bygone era of the game which is a shame for all the effects that only trigger at a single point in the turn.
If you really want to play LS, you can try out Edison format where they have a decent presence and keep to their original identity.

The reason self mill is so rare to see is because it's extremely strong in a game where there's a a lot of GY manipulation like revives, banish for costs, etc. Tearlament+Ishizu stuff, Lightsworn, Burning abyss, "Grass decks" (that grass looks greener) were all meta at some point all of which were based around self mill. Maybe you'll find some enjoyment in those assuming enough of it is legal today or what format you play.

I'm not sure why you wouldn't want hit locations, since that is one of GURPS' selling points for a lot of players.
Although, I suppose if you gave all students Ablative Force-Field DR equal to 10xHP, then you'd get a similar effect.
Hit locations only matter for wounding modifiers, injury effects, and DR on different locations. Students don't wear armor, so DR will be uniform anyways. If damage doesn't penetrate DR, then wounding modifiers and injury effects won't matter either.
If you want students to be able to suffer Shock and Major Wounds even before DR is depleted, then you might make the DR flexible, so a small amount of damage still gets through (1 per 10 points for piercing damage, which most guns do).
Whether you want to go with ablative DR or high HP depends on whether you think halos should act like a depletable force field, or a physical enhancement that just simply makes students more durable overall.

The only other option is for GW to completely rewrite the 40k rules to be like Necromunda or Mordheim where the game is fundamentally opposed to competitive play and doesn't work in it at all since the randomness and scenarios can completely fuck even the most well thought strategy and list up the ass, or snowball an army out of control, to a much higher degree than 40k's dice rolls. The warrior options from the henchmen squad of an Inquisitor from 3rd edition has more creative options than any modern codex.
You get to choose up to 3 models that can be in any combination:
>Combat Servitor
>Gun Servitor
>Crusader
>Veteran Guardsmen with: flamer, grenade launcher, hellgun, hellpitol & close combat weapon, meltgun, plasma gun or shotgun
Things like the acolyte henchmen has access to the armory so the random dudes can have access to pistols, combi weapons, melee weapons, power armor, carapace armor, bionics, etc. Then you have the inquisitor model itself and whatever transport itself that could also have all sort of dumb thing.
The very process of list building encourage you to make your army and models unique, current list building, result in rather samy list. Since there is no reason to ever take suboptimal option.
Like for example lets say the squad can have a guy with lasguns for 8 points, Bolters for 3 points per model, heavy bolter for 10 and a plasma canon for 20.
A naked squad with just lasguns would cost 40 points. You add a heavy bolter and you have a nice 5 man squad with some range to threaten something and gun down some already dead squad. Maybe just make a squad bigger like 10 models with just bolters since the rest of your army has enough fire power. Or you have some points left and add some random dude and bulk this squad up
In 10th? The squad would cost 75 points and still come with just 5 guys with lasguns, but would give you the options to equipe them how you like for "free". At this point there is no reason to ever not give everyone a Bolter and add the plasma canon. You had some points left? Fat chance you can't add a random dude you can only buy 5 o 10 guys.
The entire thing limits how you build your army
I've experience the mess of squad size for example a lot with Sisters of Battle they have gone from 5-10, 10-20, 5-15 and all kind of random of combinations and gear limitations.

As an ex-competitive Modern fag until MH2, its because they spend 0 time fixing their competitive formats, hell its happening right now in standard

Modern keeps getting some fucking retarded Universes beyond or pushed card that just stays center stage in the format for over a year before correction. I get wanting people to use new cards and such, but it's so ridiculously strong or forced that it warps the entire meta game around the one ring or some other BS that its unfun.

In standard, there's Vivi thats turned the format into Izzet or rogue decks only. And because they don't want to ban more cards again after JUST banning 7 IN A ROTATING FORMAT, its going to stick for another 3+ months.

People just quit and play other card games because before when Wizards got careless, they had no choice but to wait. But now there's great card games you can play as an alternative, and you just don't go back because being excited for a new set every 3 weeks just isn't possible if you have a life.

The sad thing about mtg is that they don't try to create new archetypes or new cool mechanics, everything now is recycled shit and to make sales they have to powercreep the fuck out of things.
If they hadn't as many sets a year or actually thought of new standalone mechanics with synergy with older shit they wouldn't need to fuck things up constantly.

The new Warlord cards for exemple are really cool and some seems overpowered but in older formats they are just ok because the things that are meta in the older formats are consistent. Not that the new cards are unplayable but instead of lots of them becoming meta only a few see play right now, maybe in a few years the new packages become better but right now the 12 years worth of sets hold more value in the meta.

Going back to mtg, if wotc explored more for exemple the land and eggs(artifact) themes from MH1 then perhaps MH2 wouldn't need ragavans or evoke elementals to sell.

They were right about all of that though. Why are the JEDI of all people being sent to negotiate the trade dispute? The Nemoidians are clearly just terrified by them, are they being treated like the Chancellor's strongmen or something? If it was an issue that could be settled by just citing some law or making a deal, it would never have reached the point of a blockade. And if it could be solved like that, why not just use the sectors representative? And somehow, nobody even knows the blockade is happening? And why IS Naboo suffering so badly from it, do they not have agriculture? How could any deal signed while under invasion be legitimate?

The plot only makes sense to 8 year olds exactly because it was designed for 8 year olds. The more you think about it the dumber it is, the plot stops at "bad stuff happens because politics and bad guys greedy".

If the systems I've played, I think I enjoyed DH2e (and by extension the other FFG 40k games) the most. There are plenty of things to do in combat, both for melee and ranged, utilizing cover and terrain is rewarding, and unless you're playing a backline sniper you have plenty to do other than "Okay I half-action Aim and then shoot."
Its too bad the people I played with were mouth-breathers.
Surprisingly I've quite liked Wrath & Glory, I think its a decent successor even if it isn't as focused as the previous 40k rpgs. D6 dice pool has been more fun than I believed it would be.

That's what I've always liked about chaos from a "your dudes" standpoint. You can get away with a lot of bullshit you otherwise couldn't with other factions.
You want to make a full warband of beast(wo)men that does the raping? Fucking go for it. Just make them a Slaaneshi warband or empowered by Khorne or some shit and you'll be fine.

It's a simplification of the actual rules because it's a fucking starter set. The actual rule is that you need your fucking hand free to perform material component, which as an exception can be substituted with a spell focus, of which holy symbols as an exception can be borne on a shield or fabric.
