Lets see, there are a couple main focuses:
1. Shapeshifting
2. Hunting
3. Cooking

I wonder if that could be focused down more to give more info on two of them rather than splitting the focus across three.

Things I like:
1. Survivalist guild is a pretty good choice
2. Being "Hunted" and Hunted seems like fun options for the kinks section

Things I'm unsure about:
1. Not knowing her original race when her design is so distinctive it feels like it should play a part somehow
2. Two traits about cooking but I dont really understand what it means that she is a good cook despite the looks. Does she just cook really strange ingredients but they turn out tasty?

There are servitors for absolutely any situation.
But I'm honestly not sure if maintaining a servitor for that purpose is actually cheaper than than a regular (and cheap) whore with Imperium's work ethic.
Like the guy say, they are a thing, but are usually mentioned in context of richfag entertainment.
If you're thinking any religious icons, than the first moderately pious guy will report you for heresy. I don't know for celebrities and secular leaders, but again, they live in an Imperium, so consider the planet culture, and legality of the place itself.

I didn't comment because they all look meh. I don't particularly like "regular" long-rage laser battery, so I would make them take up as much power/space as sunsear broadside to represent the humongous power couplings to make laser blasts equivalent to Staravars.
And 13/8 for broadside batteries. Not everything is supposed to be efficient, see and this will discourage basically anyone from using them but stations.

I recommend using Lucius-pattern. Because the forge is known for producing titans, clunky, blocky designs and powerful lasguns in exchange for bulk. Suits having these batteries at least as far as Gothic War.
You can also try to compensate for the bulk somewhat, by adding +1-2 STR or Damage at close range compared to +1 for everyone else.

I had been heavily considering bulking them out to start with, yeah. Just didn't know how much was too much.
Excellent idea for the name, Lucius is in Segmentum Obscurus too so it makes sense.
I've been flopping between giving them +2/-2 damage for short and long range, +1/-1 instead, or not bothering with special rules. I can probably crib from Grav-Culverins actually, now that I think about it, but what would be a fair range for damage trade? Grav-Culverins are a 40% increase for -2 damage, or alternatively a 30% decrease for +2 damage. That comes out to about Range 8 in this case, so now the question is whether a Range 8 1d10+3 weapon capable of going to Range 12 1d10+1 is worth the price tag, or whatever damage values I eventually arrive at.

My White scars player didnt like all their bikes being made way less workable and now needs to paint 40 infantry. Doesnt help that alot of legion themed units are generally overpriced and generic veterans just do their jobs better.

Meanwhile, the people that like the gameplay aspects are more excited, like the army building process, like the core rules and like the emphasis on tactical marines and such. Actually have more 40k players jumping on then when 2nd dropped.

The historical players aren't "gone" they are just not interested because they all don't want to spam 40 tactical marines in rhinos.

That's not what a historical player is though. A historical player would happily include waves of troops with only a smattering of specialists and legion troops for a more balanced force composition like in the black books. What you're describing is a thematic player, someone who got into a legion to pursue one of its subthemes rather than to collect a holistic force.

To be fair, those essentially ARE what "historical" HH players always were, people that enjoyed using the rules to express the themes of the legions and then reinforced by those who rejected 8th edition for being way less creative with its army system.

Back in 1.0, no one really wanted to just spam lines of infantry, its why 2.0 really pushed 20 man infantry squads and 3.0 made tacticals vitally important.

if your trying to force "historical" to mean "plays Warhammer like its a Napoleonic game", that just never existed in the first place.

Having authored the Austrian material in it's first incarnation, and now seeing some of the playtest data and feedback from the thread generally, the following would be recommendations for revision to address some of the issues.
GENERALLY
It seems to be acceptable to lower the silver costs for the most of the follower units, rather than buffing the stats. As was raised in a previous thread, the initial proposal was largely of a military nature, and the book could axe several units that seem superfluous. Keeping in the new additions, Academic Apostate, Anomalist, Teslakanone, etc, there can be a bit of trimming in the followers. The Unterjaeger could be axed entirely, as it was initially a riff on the Subterranean Grenzer that was part of one of the original charts. The Landwehr Infanterie would also fit in this category, as it seems to share a position with the Austro-Hungarian mystery meat that, again, appeared first. The Skoda could be axed similarly, as the thread seemed to appreciate the Teslakanone as being more appropriate and sufficiently 'Agarthan'.
SPECIFICALLY
The Leyden Rifle v. Smiljan Carbine Issue.
I think the Smiljan fits better in the 'weapon matrix'. The grenades seem to be critical to a more aggressive game plan, so they could be renamed if that's a concern.
The Geballte-Ladung seems unnecessary. While it would historically accurate for the Austrians to eventually use something of this nature, we have the anomaly/Leyden grenades already available, plus vanilla dynamite.
Serbian Sapper can be cut, as there is a generic mercenary option available that could fulfill that role.

If a profile could be made for the Maximiliana Municipal Police, it could fit quite well.

Trimming down the book will help make list-building a bit less mind-wracking. The number of overlapping rules and complexities, insofar as the inbreeding/ethnicity charts are concerned, should remain, but possibilities for simplification can remain open.

ON THE MATTER OF ANY SUBSTANTIVE CHANGES
An often overlooked aspect of the Austro-Hungarian Empire, aside from the pop-history 'ethnic soup' understanding of it, is it's development of an extremely competent green-water navy between 1870 and 1918. While many know the famous Austrian victory as Lissa against the Italian fleet in the Adriatic, many overlook the k.u.k Kriegsmarine's development of coastal defense ships, torpedo boats, and destroyers. If the axing of some of the units from the Austrian book prompts the development of a hole where a unit could/should be, an appropriate figure from the navy could fill it. The Austrians never formally created a Marine infantry formation, but something could be conjured up out of the Agarthan situation. Their large colony being situated on the frontage of the Dalai on the 4th could be sufficient justification.
ON AUSTRIA AND THIS THREAD'S GREAT HUSK DEBATE
There seems to be some consternation regarding the scope and impact of the Ottoman husking and the necropolis event. It would be appropriate to limit the scope of the Entombing/Great Husk Crisis to something that could be contained without distracting from the great game of Agarthan colonization that is the true heart of the setting. Sorting out the 'mechanics and physics' of husking might resolve the issue. What might be manageable is attributing husking to a phenomenon like bacterial/viral infection. Something that would need to take hold in a body before it would be subject to 'rising again'. This prevents the giant, open-air graveyard that the hills and fields of the Balkans, filled after hundreds of years of war between European powers and the Ottomans, from becoming such an issue that other great powers would focus the entirety of their policy on containing the matter. If you want to scale up the danger/reach of the husking 'plague', attribute some kind of cordon sanitaire against the Turks by Austria/Russia/Britain/France/Italy/Ethiopia.

Yikes, shame about this team, especially with how happy I was with the paintjob. I don't care about power level beyond a certain extent, but every balance update has just neutered the fun parts of the team more and more. Now it'll feel like the dollarstore version of the team, with a priest that dropped out of primary school holding a lame sermon and using his ability, "shimmy some parts of the procession". I'll need to forget how it has felt to play them so far before I can enjoy them again, which will take a long time.

Same way you learn magic inside the Pyramid. Sometimes from the same people, just at more competitive rates since they get less of a monopoly, if you can try and seek out Sabbat antitribu, Anarch antitribu, or random-asshole-in-a-trenchoat antritribu. It's just a matter of having something valuable to offer, ultimately. You, however fresh you are, still happen to have value. A fresh set of eyes, little true ties to anybody, an unaccounted for man - that's useful. And you can make it so you're worth more, to people.

Overall, there's several different reasons why a wolf may have chosen to do this. You are wise to point out not harming you, because that probably rules out just purifying the night as the cause. I doubt you're much of a nature enthusiast, so it probably doesn't just kind of like you.
Overall, I've had heard a lot about Sabbat in some areas, in some strange way, procuring werewolf mercenaries, while I was shopping around for ingredients. The mercenary variety of wolf is usually actually fairly mangy, apparently, and don't really offer their parts for sale, and when they do, they're usually not quite as usable as regular wolf bits. This Sabbat getting kidnapped mid-assault does make me wonder if somebody hired the wolf - either specifically to protect you, or to take out the Sabbat attacker. Maybe it's inner-sect conflict, or the attacker didn't pay what he owed to the wolf? Could also be that the guy who got wolfnapped did something to offend the local wolves, and this was personal.
I'd need descriptions of the wolf and some local politics gossip to guess with more accuracy.

I am loyal to the Camarilla. My assailants were Sabbat, nomads almost certainly, there are no permanent Sabbat strongholds in the area. I must admit they caught me off-guard at first, so far from the frontlines in that particular war, I was not expecting a large and seasoned pack of Sabbat nomads to arrive upon my doorstep. I do not have any particular enemies among that sect, but the Sabbat do not care about particularities. All outside their deranged cult are enemies.

Lupine mercenaries? Hmm. You would figure the Camarilla would have an easier time procuring them, we pay better after all. As for local politics, what can I say without making myself a beacon for other Sabbat marauders... I occupy a position within my local Camarilla that not every domain or even region has. Marquess. I have also heard "Satellite Prince" or Margrave be used. Let's say you are a Prince who has a city, but quite a lot of that city's population actually lives outside of the city limits. Or you do not wish to allow Sabbat or Anarchs to fester in the more rural towns that inevitably orbit large cities such as yours. The answer? You grant domain, including semi-autonomy in enforcing the traditions, to a younger vampire that is loyal to you. It prevents dissention from the young by rewarding enterprising neonates, extends your influence and thus eyes well past proper cities limits, and provides yet another check to the Primogen council's power. My domain is near the countryside, but I have never had even a peep of lupine activity. The proximity to the countryside is why I educated myself on the basics of lupines. I suppose it is good to have my suspicion confirmed that if they wanted me slain, they would have attempted to do so. What still eludes me is this: Why kidnap the Sabbat? Oh, that's easy, torture. Or interrogation. For all their bloodthirst and brutality, the mercenary werewolves tend to be exceedingly sadistic, and if this Sabbat pack, for instance, hired some wolves for a task, only to dip out of town and move to somewhere else (to your domain, specifically) to avoid having to pay, under the delusion that they could fuck with hired werewolves like that, a reprisal would have to be exceedingly gruesome. Just killing the pack while they're attacking you makes it so it could seem like you got them.
But here you are, retelling this story in relative public, and here I am, guessing it might be werewolf mercenaries upset with their clients. Having you see the kidnapping only adds to the effectiveness of the message being conveyed.
Though a grudge or offense of any other sort also could be the cause, obviously. But the culprit is probably one of those mercenary lupines.

I seriously downplayed the importance of this card for a Witchcrafter kit until I got back onto the Witchcrafter grindset. It should be no surprise that a card that gives you instant access to your main deck bosses in response to getting ash'd is good, but just being able to put Haine on the field to insulate you from stuff like Imperm and Veiler while you're setting up is pretty freaking amazing. I can probably stand to make the Witchcrafter parts of my deck a lot more compact because of this card.

Should Space Marines be made more common? These mythical warriors of only 1 million or so total spread thin throughout the Imperium does NOT match up with what we actually see, which is the Astartes showing up in large numbers to even minor conflicts and dying in large numbers as well.

How would you do a fishing minigame in tabletop?

No, seriously. Have you ever tried to put in a mini game into your tabletop game where it's just mostly there for the players to engage and relax in whenever they feel like it? I'm not sure if there's a way to do this, and I'm wondering if this is a strange artifact of tabletop being inferior to video games, or if I'm just not clever enough to think of it.

I wouldn't because I don't think mini-games are appropriate in a multi-player context. A single player can just dip in and out as they please, but a group has to manage different people who may or may not want to play. Also context switching is going to be more expensive.

If it's just a quirky way to resolve a specific task then maybe. But players aren't characters, so crafting and the like needn't be time consuming for the former just because it is for the latter. And if they're spending time looking through rule books making decisions they might as well do it at home on their own rather than making everyone else find ways to amuse themselves while they wait.

I guess it is not too dissimilar from giving the players encrypted text or some kind of dungeon puzzle.

That said, I would argue even that is usually bad idea. It is different game than what we came here to play, and it is not guaranteed the players will enjoy it. It is also hard to calibrate difficulty of these things.

So, in my opinion, the negatives overweight the good. Might work okay if you tailor these challenges to your players, but it is not universally good idea.
